What’s On Offer

The opportunity to own the Technology strategy for ASX Securities & Payments, including the systems, processes and capabilities supporting Clearing (equities), Settlement, Fixed Income and Issuer Services.

You will be accountable for the design, development, test change and operate (run), pricing and cost management of the technology systems, processes and capabilities supporting the Securities & Payments in achieving our license obligations.

The role ensures that Securities & Payments Technology is developed maintained and operated using sound business and technology management practices; and in alignment and support of both the Securities & Payments LOB and broader ASX strategy (the ‘what’).

The role will work closely with colleagues from across ASX, and in the Securities & Payments and Technology, to understand IT requirements and priorities, as well as ensuring that all Securities & Payments technology services are delivered with high quality and to required standards, including compliance with ASX Technology policies and practices (the ‘how’).

What You’ll Do

Be the owner and central leader (across ASX) for Securities & Payments technology, and a member of both the Securities and Payments Leadership Team and the CIO Leadership Team:

  • Create and maintain a high performing technology team supporting ASX Securities & Payments
    • Build, via internal and external recruitment a high-performing and appropriately skilled team, including Engineers, Testers, IT Service Owners and DevOps resources.
    • Establish clear goals and monitor performance.
    • Ensure professional development for the members of the Securities & Payments Technology team, including remaining connected with external trends relevant to development in Securities and Payments technology.

  • Lead the delivery of technology for the Securities & Payments Line of Business:
    • Deliver Securities & Payments technology projects to time, cost and quality, with progress tracked, communicated and escalated as necessary.
    • Support the ASX licence to operate by:
      • Providing technology service ownership, operational support and maintenance for all applications and services across Securities & Payments to achieve required service levels and manage operational risk
      • Ensuring adequacy of resources to support existing assets in accordance with ASX licences to operate.
      • Managing technology risk including monitoring and prioritisation of aged asset risks, addressing incidents and problem management
      • Overseeing the ongoing maintenance/support of all infrastructure technology, applications and services across Securities & Payments
      • Collaborate with Cyber security team to ensure that Cyber security risk is appropriate assessed and managed in line with ASX security policy and risk appetite
    • Collaborate to create a technology vision, strategy and roadmap for Securities & Payments
    • Access resourcing and capability from Centres of Excellence for major or high-risk system implementation projects
    • Develop and implement operational IT plans within Securities & Payments that execute the overall ASX Technology strategy and LOB strategy.
    • Manage the Securities & Payments IT operational and delivery expenditures within budget.
  • Drive consistency of technology practices and a culture of technology excellence for Securities & Payments (with a federated model across ASX):
  • Participate in the CIO leadership team
  • Work closely with technology and delivery leads in each of the ASX centres of excellence to:
    • Set, refine and maintain consistent standards for (e.g.) architecture, engineering, testing, agile ways of working
    • Contribute to building/maintaining the frameworks and methodologies to support the standards across ASX and within Securities & Payments
    • Contribute to processes which monitor and provide information to ensure consistent and adequate application of technology controls (e.g. acceptable testing standards, engineering processes and methodology, enterprise architecture planning, service ownership)
    • Ensure sufficient capability and capacity within the Securities & Payments technology team to operate and deliver change in accordance with the standards
  • Role model collaboration to support a culture of technology and delivery excellence across ASX
What You’ve Done

  • At least ten years of professional experience in Technology service and project delivery, with extensive experience working directly with senior business leaders.
  • Strong business acumen, understands the key financial drivers and dynamics related to growth and an organization’s revenue goals
  • Deep exposure to business processes relevant to Securities & Payments (including, Equity Clearing, Settlement, Collateral and Payments systems)
  • Experience in developing and delivering long-term strategy and technology roadmaps
  • Held previous leadership positions, building and leading high performing teams
  • Extensive knowledge of external environmental issues relevant to Securities & Payments
  • Understanding of how Securities & Payments contributes to the success of ASX
  • Strong 3 Lines of defence risk management experience in achieving license obligations (e.g. FSS, PFMI).

And if you’ve got some of this, even better:

  • Experience in product management and enterprise architecture
  • An established understanding of contemporary Securities & Payments technology
  • An interest and ability to stay connected with trends in business process and technology that will affect this industry
  • Experience in interaction at Board/Executive management level of businesses
  • Highly consultative executive level relationship management experience and expertise, practiced in large and complex organisations
  • High level analytical capabilities, applied to complex programs of work
  • Proven ability to counsel, influence and find win-win compromise solutions
