UGL has a strategic partnership with the Department of Defence across the Defence Fuels Network for Fuels Management, Asset Management, Operations and Maintenance. We are recruiting an experienced Risk & Quality Assurance Manager to join our business in what is an exciting and unique opportunity to work in Australia’s Defence environment and support national security requirements of the Nation.
Flexibility for this position to be based in Sydney, Melbourne or Brisbane.
The Opportunity
The RQA Manager is responsible for the delivery of Risk Management Services and ownership of the Quality Management system. This role ensures the organisation maintains a robust risk governance framework, aligned to industry risks and ISO management standards, supporting Defence Fuel specific challenges.
This is a great opportunity to utilise your Oil & Gas/Petrochemical experience across Risk and Quality Assurance to shape your team and put the right processes in place.
Key responsibilities:
- Build a cohesive, high performing team facilitating achievement of team goals through use of UGL Performance Objective setting process, Succession Planning tools and challenging site personnel to think innovatively.
- Oversee development and governance of Risk, Quality and Compliance Management Systems tailored to fuel handling, infrastructure and service delivery. This includes chairing the FNC RQA Governance Forums and participating in Defence Risk Governance Forums.
- Collaborate with Defence to ensure seamless RQA service delivery across the Defence / UGL interface by aligning with their policies, frameworks, and requirements. Shape the DFN MCCs approach to complement and enhance Defence systems while introducing industry best practice.
- Embed ISO 9001, ISO 19011, ISO 31000 and ISO 37301 frameworks into contract strategy and daily operations across all service lines.
- Coordinate strategic risk identification and monitoring across the DFSC – Responsible for the delivery of the DFN MCC DFSC Risk Management Services, including develop and implement supplier / sub-contractor assessment programs to ensure quality and compliance requirements are properly investigated, understood and carried out.
- Develop and manage the implementation of the audit programme, ensuring timely reporting and developing trend analysis of corrective and preventative measures to feed business improvement programmes.
- Undertake formal audits as required to support the company audit programme, ensuring that suitable corrective and preventative actions are developed for all non-conformances; and, these actions are tracked to completion by the responsible person.
Ideal attributes

- Degree in Risk Management, Quality Management, Engineering or Cert IV in Quality Management and Assurance
- Minimum 5 years’ experience in Quality, Risk and Assurance in heavy industry, preferably Oil and Gas or relatable chemical processing industry.
- Strong communication skills (oral & written) including strong negotiation and influencing skills and the ability to establish effective working relationships with a variety of people at different levels both internally and externally.
- Some proficiency in audit and compliance planning is preferred.
