Program Manager – Strategic Federal Uplift | Canberra Onsite
We are working with a highly strategic Federal Government department responsible for delivering nation-impacting programs and long-term policy transformation. As a Program Manager, you will drive multi-stream delivery across complex portfolios, ensuring outcomes align with departmental, inter-agency, and stakeholder objectives.
You will bring over 10 years of proven program and/or project management expertise, capable of operating autonomously and navigating highly structured environments. This role is ideal for someone who thrives on managing interdependent streams, defining governance frameworks, leading high-level engagement (within the client landscape and federal stakeholders), and ensuring robust monitoring and evaluation mechanisms are in place from day one.

- Contract: 12 months + 12-month extension option

You will bring over 10 years of proven program and/or project management expertise, capable of operating autonomously and navigating highly structured environments. This role is ideal for someone who thrives on managing interdependent streams, defining governance frameworks, leading high-level engagement (within the client landscape and federal stakeholders), and ensuring robust monitoring and evaluation mechanisms are in place from day one.
Key Responsibilities Of The Position
- Drive full lifecycle program execution, planning, controlling, and managing cross-functional delivery
- Oversee multiple interrelated projects and procurement workstreams, managing dependencies and shared risks
- Lead performance monitoring, milestone tracking, and reporting across KPIs, dashboards, and progress reviews
- Develop and implement Monitoring and Evaluation (M&E) frameworks aligned with program outcomes and indicators
- Maintain program integrity via compliance, legal, audit, and privacy controls
- Build stakeholder trust through high-level engagement with DFAT officials, vendors, partners, contractors, and internal stakeholders
- Oversee risk identification, issue resolution, and mitigation planning
- Report to Program Sponsors and senior leadership through structured governance presentations and performance insights
- Monitor and advise on program financials with support from Procurement and Director-level stakeholders
- Program Plan: End-to-end strategy covering milestones, resourcing, risk mitigation, and critical path
- Performance Monitoring: Data-driven KPIs, evaluation tools, and transparent reporting dashboards
- Risk & Compliance Oversight: Active audit preparedness, legal alignment, and risk registers
- Stakeholder Engagement Strategy: Formalised approach to liaise across DFAT and Federal ecosystem
- Budget & Financial Oversight: Strategic cost tracking, forecast planning, and public sector accountability
- 10+ years of Program and/or Project Management experience, preferably within Federal/Commonwealth settings
- Monitoring & Evaluation (M&E) experience – including indicator design, data collection tools, and performance analytics
- Formal Program Management certifications (e.g., MSP, PRINCE2, AgilePM, RegPM)
- Bachelor’s degree in Business, Management, or MBA/postgrad qualifications in a related field
