The Salvation Army is seeking a Manager for Project Development to lead the redevelopment of Foley House, a long-term residential support program for men experiencing homelessness and complex health needs.

This is a unique opportunity to redefine service delivery, inspire a dedicated team, and collaborate across the homelessness sector to improve the lives of vulnerable individuals in Melbourne’s west.

About The Role

As the Project Development Manager for Foley House, you will oversee the redesign and day-to-day operations of Foley House and provide strategic guidance to homelessness services across the region. You will work closely with state leaders, national homelessness specialists, and government partners to align programs with best practice, advocate for systemic improvements, and deliver meaningful, person-centred care.

About Foley House

Located in Footscray, Foley House provides long-term housing and support for 45 single men experiencing homelessness alongside mental health challenges, disability, and the lasting effects of trauma and social disadvantage.

The program’s mission is to support each resident to improve their well-being, strengthen independence, and build the confidence and capacity needed to work towards personal goals in a safe, inclusive, and respectful environment.

Reporting to the State Manager, this is a 12-month max-term role, working full time hours, based in Footscray, VIC.

Compensation is in accordance with SCHADS Award Level 7.

You Will Successfully

  • Lead the redevelopment and operational delivery of Foley House, ensuring programs are effective, inclusive, and person-centred
  • Build strong relationships with regional government, sector partners, and internal teams to advocate for improved service outcomes
  • Oversee contract compliance, governance, and risk management across regional homelessness programs
  • Support staff development, setting clear objectives, and fostering a culture of learning, accountability, and collaboration
  • Represent The Salvation Army in forums and policy discussions, contributing to statewide and national advocacy efforts

What You Will Have

  • A relevant degree in social work, community development or a related field
  • Extensive leadership and program management experience in the homelessness, AOD, disability, or mental health sectors
  • Proven ability to lead complex service redevelopments and manage multi-disciplinary teams
  • Strong communication skills and confidence working with government, funding bodies, and sector stakeholders
  • Passion for advocacy, innovation, and delivering outcomes that truly improve lives
  • VIC Employee Working with Children's Check
  • Fully vaccinated against COVID 19
