Manager, Finance and Governance
Full-time, 76 hours per fortnight

Band 7, $104,497 - $116,068 plus 11.5% superannuation

Geelong Regional Library Corporation (GRLC) is seeking a dynamic and strategic Finance and Governance Manager.
This is a pivotal senior management role, working in close partnership with the Executive Team to achieve GRLC’s strategic ambitions and community outcomes.

We operate 20 libraries, Victoria's largest regional archive and heritage centre, and a 25-stop mobile library service, welcoming over 2 million visitors annually. About the role
We are seeking a collaborative and outcomes-focused individual with a demonstrated ability to work effectively with key stakeholders to deliver agreed outcomes in a dynamic environment.
You will report to the Director, Digital and Finance and will lead a high-performing team responsible for finance, payroll, and administration; delivering timely and accurate financial insights, overseeing risk management and internal control, and leading the evolution of our governance systems.
Key responsibilities
- Provide strategic leadership and performance oversight to the Finance, Payroll, and Administration teams
- Oversee internal financial systems, risk mitigation strategies, and process improvements
- Lead the development and maintenance of governance frameworks, registers, and compliance practices
- Partner with Executive and Board to provide financial advice and insights
- Coordinate internal and external audit schedules, statutory financial reporting and ATO obligations
- Manage GRLC’s insurance portfolio, leases, contracts, and asset registers
What you will bring
- Blend strategic thinking with operational excellence, and lead with confidence
- Proven experience in managing financial operations
- Knowledge of financial reporting requirements, governance, and risk frameworks
- Ability to lead, inspire and develop specialist teams
- Highly developed interpersonal and stakeholder engagement skills
- A collaborative and innovative mindset, aligned with GRLC’s values and purpose
Qualifications and Experience
- Tertiary qualifications in Accounting, Finance, Commerce, or related field
- CA or CPA qualification (desirable)
- Minimum 5 years’ experience in a related role

Eligibility and Compliance
