About The OPPORTUNITY
We have an exciting opportunity for an experienced Program Planning & Controls Manager (PPCM) / Senior Project Manager to join our Hunter Class Frigate Program (HCFP) based at the Osborne Naval Shipyard, SA.
Reporting to the Head of Program Delivery – HCFP, this role is to lead and manage the Planning and Controls function of the HCFP, integrating the planning and execution of projects which constitute the program to optimally deliver the program's strategic objectives while achieving the project requirements efficiently, effectively and safely.
The program incorporates multiple teams spread across different aspects of delivery and different functional elements and is defined as having a high level of complexity. The PPCM will make informed decisions, trade-offs and prioritisation between projects to optimise program outcomes through planning and managing program performance, inter-project dependencies, portfolio resources, and program risks and opportunity. The successful applicant will collaborate with internal and external senior stakeholders, building relationships and engaging to provide program support, growth opportunities, and achievement of common goals. The role will ensure appropriate assurance is applied to the project, which is commensurate with the risk and complexity profiles, in order to provide confidence in performance.

Key responsibilities include:
- Managing stakeholder value through stakeholder engagement and integrated planning and performance management with optimisation of the program outcomes through informed decision making and trade-offs, while responding to emergent internal and external factors and minimising the program risk and capitalising on opportunities
- Providing confidence in successful execution of the program through the application of appropriate assurance, aligned with strategic importance, maturity and risk, and ensuring appropriate financial and non-financial resourcing
- Providing program leadership and assurance of the program performance, while acting as an escalation path for managers when required
- Driving delivery of profitable growth of the program in line with strategic direction of the Line of Business (LoB) or Enterprise, and Integrated Business Plan (IBP) targets
- Providing assurance that opportunities are planned and executable within the proposed parameters prior to bid approval
- Driving an integrated capability within (and across) a blend of straightforward or complicated projects to maximise opportunities and synergies within (and across) the program environment
- Development and management of the program planning baseline, including project phasing, program execution and program performance management, optimising resources between the subordinate projects, managing dependencies and making informed trade-offs
- Program workforce planning and management including resourcing, capability development and personnel management
- Accountable for the management of the professional development of direct reports to ensure career growth and upskilling aligned to SQEP (Suitably Qualified and Experienced Personnel) framework
- Relevant tertiary qualification in Project Management (desirable).
- Proven performance at a similar level or demonstrated prior experience and progression as a Senior Project Professional.
- Demonstrated schedule and cost experience is essential.
- Ability to balance conflicting priorities to deliver against customer and business requirements
- Strong MS Office skills, especially in Word, Excel, and PowerPoint
- NV1 defence security clearance or eligibility to obtain
- Senior management professional with significant project management leadership experience of programs characterised by complicated and complex projects including assurance and governance
- Program management experience in acquisition, sustainment or service delivery environments
- In-depth knowledge of Project Planning and Controls methodologies, toolsets and EVM Systems
- Proven influencer and communicator with stakeholders at all levels, with experience in influencing senior leadership and senior customer representatives
- Able to lead a large, dispersed and diverse team to achieve objectives and targets
