Job Purpose
The Short-Term Planner (STP) is responsible for the timely programming of ad hoc rail traffic movements across the UGL Regional Linx CRN and working to ensure maximum network capacity is available to Rail Operators.
In addition to co-ordinating ad hoc rail traffic around the current SWTT and UGLRL advertised works possession plan the role is responsible for the review and approval of As Trains Permit (ATP) possession requests and short term stowage requests.
The Short-Term Planner is the first point of call for train running information
Key Responsibilities
Ensure the development of safe and efficient train plans for Network Control
Ensure ad hoc train path requests are actioned and approved in accordance with the Access Agreement terms and conditions and the Train Planning KPI
Negotiate with other RIMs to ensure the alignment of border times at ARTC and ST Interfaces
Negotiate with RSO’s to ensure train operation requirements are correctly captured and network restrictions are clearly communicated
Anticipate possible delays or problems that may arise in conjunction with the requirements of the Network Management Principles related to service priorities
Compile and prepare paper graphs for use on Network Control Boards
Compile and download electronic train control graphs to 4ABS and TMCS system. Liaise with 4-Tel around any system or download errors
Compile and prepare the AMBA and Track Possession schedule to be distributed daily
Prepare and implement contingency plans to respond efficiently and effectively to emergency situations while ensuring all safe working requirements are met
Liaise with the Network Controllers to assist in programming paths for additional or altered trains and light locomotives at short notice to ensure the effective and efficient accomplishment of operators' requirements
Cooperate, initiate and maintain effective communication links with all personnel involved with train working, maintenance and external agencies to ensure constant exchange of accurate and timely information necessary to ensure safe and efficient operation
Check and confirm availability of CRN assets (points, sidings) prior to scheduling train services
Continuously seek to identify opportunities to improve train planning, reduce transit times over CRN’s network and communicate identified opportunities
Qualifications
Detailed knowledge of Network Rules and Procedures development and approval process
Detailed understanding of Work on Track activities
Ability to articulate complex Safeworking discussions and develop and implement solutions within the Network Rules framework
Detailed understanding of Train Operations and Network Control Functionality
