ReturnToWorkSA


ReturnToWorkSA is a statutory authority that regulates South Australia’s work injury insurance scheme and provides insurance that protects workers and employers in the event of a work injury. This insurance covers workers for a range of financial supports, and the provision of recovery and return to work services; or where return to work is not possible, to maximise a worker’s level of function and community participation. The organisation assists employers to respond effectively when work injury does occur, and to understand how to reduce the economic impact through prevention and supporting early and safe return to work.

As the regulator of the Return to Work Scheme, ReturnToWorkSA plays a key role in assisting employers, services providers and workers to understand and interact in a way that enables the scheme to achieve its purpose sustainably and fairly. ReturnToWorkSA conducts a comprehensive regulatory program to promote and enforce compliance with the obligations set out in Return to Work Act 2014.


Reporting to the Chief Executive Officer and as a member of the Executive Leadership Team managing a multi-disciplinary group of professionals, the Executive Leader Regulation’s key areas of responsibility include to:


  • work collaboratively with the Executive Leadership team to support the achievement of strategic and business plan objectives;
  • monitor trends, exceptions and opportunities to ensure decisive evidence-based regulatory action to mitigate risks;
  • provide expert advice to the Board, CEO and Executive Leadership Team on regulatory matters;
  • regulate provider fees and accredit and regulate Scheme providers;
  • protect scheme integrity and boundaries through ongoing review, education and support activities;
  • drive an effective compliance and enforcement program of work which includes ensuring employers are meeting return to work and premium payment obligations, and the detection and prosecution of fraud and other dishonest offences;
  • extensive high level stakeholder engagement fostering strategic relationships with executive leadership, board members, Government, industry representatives, employer groups, unions and other key partners;
  • manage a budget ensuring sustainability and compliance with financial standards.


Applications are encouraged from appropriately qualified executives with proven leadership experience in a complex regulatory framework and management of a multi-disciplinary portfolio at Executive level. A deep understanding of workers‘ compensation legislation, regulatory enforcement and relevant law is desirable. Amongst the higher level skills sought are strategic planning capabilities, relationship management, political and business acumen, organisational and change management skills and superior communication and stakeholder engagement capabilities.
