The Company
QTC is the central financing authority for the Queensland Government and provides financial resources and services for the State. The business manages the State’s funding program in the global capital markets to deliver sustainable and cost-effective borrowings for the Queensland Government, principally through the Queensland Treasury. QTC clients include government-owned corporations, departments, agencies, local governments, and other entities such as universities.
With a statutory role to advance the financial interests and development of the State, QTC works in partnership with Queensland Treasury and other clients to deliver financial, economic, and social outcomes. This includes developing innovative, long-term solutions that contribute to the growth of Queensland’s economy.
The Position
The Director of Procurement and Facilities is responsible for shaping and delivering the procurement strategy, which drives long-term commercial value while aligning with organisational goals and public sector policy frameworks.
This position leads a growing team, develops strategic procurement plans, and drives best-in-class contract and facilities management to support scalable, sustainable service delivery.
With a strong focus on value, efficiency, and risk management, the Director works closely with internal and external stakeholders to ensure procurement activities are aligned with broader business objectives. The role also plays a key part in leading transformational change, driving operational improvements, and building a customer-focused, high-performing supplier network.
Key Responsibilities
- Develop and implement a commercially viable procurement strategy aligned with business and government objectives.
- Review and transform the current decentralised operating model to ensure strategic alignment.
- Support the development and execution of business plans aligned to procurement and financial goals.
- Establish and maintain governance and risk frameworks that enhance procurement automation and continuous improvement.
- Build strong internal and external stakeholder relationships, including government bodies, suppliers, and executive leadership.
- Oversee policy development, process documentation, and procurement governance frameworks.
- Provide risk and audit reporting in line with the Risk Management Framework.
- Oversee the procurement and facilities teams, focusing on process improvement, team leadership, and operational efficiency.
Skills & Experience
- Experience in strategic procurement, contract management, and facilities leadership.
- Proven success in driving procurement transformation and strategic sourcing across multi-site environments.
- Strong commercial acumen with advanced knowledge of category management and procurement software.
- Exceptional stakeholder engagement, negotiation, and communication skills.
- Familiarity with public sector procurement frameworks, including QPP, or ability to acquire quickly.
- Demonstrated leadership and team development capabilities in complex, fast-paced environments.
