Synopsis

About the Role

This is an exciting opportunity to work in the Data Standards Body (DSB) and across government to deliver high quality regulatory data, interoperability, security and consumer experience standards.

The DSB supports the Data Standards Chair who is responsible for making the standards that are necessary for the effective operation of Australia’s Digital ID System and the Consumer Data Right (CDR) regulatory frameworks. The DSB is part of Treasury’s Digital, Competition and Payments Division in Markets Group.

Treasury Is Looking For Highly Motivated And Experienced Policy And Product Directors To Join Its Data Standards Body In Establishing New Policy And Product Management Units, Focused On Data Portability; Digital Trust, Security And Biometrics; And User Or Consumer Experience. The Directors Lead The Work Of The Units, Which Focus On The Maintenance And Continued Development Of The Regulatory Standards To Enable The Delivery Of The CDR And Digital ID. Directors Would Be Expected To

  • Propose and establish new ways of working across the Data Standards Body, focussed on continuous improvement, transparency and collaboration.
  • Apply an understanding of the impact of digital technology required to critically evaluate standards issues and changes within a government policy context. Director roles available will focus on the Data Standards relevant to one of the following areas:
    • Data portability, transfer, interoperability and the data economy/economics
    • User and consumer experience
    • Digital trust, including but not limited to cyber security, authentication, identity and biometrics.
  • Direct a range of standards development activities including research, analysis and consultation with an awareness of their possible impact on strategic, political or policy outcomes for the program.
  • Make effective decisions in prioritising changes to the Data Standards, to develop strategic and tactical product delivery roadmaps, including:
    • Leading the development of problem statements for complex issues affecting the Data Standards for the CDR and Digital ID
    • Identifying and drawing on a range of policy and technical sources in developing proposals for changes to the Data Standards and undertake effective cost-benefit analysis of identified solutions.
  • Work collaboratively and openly with a wide range of stakeholders, including both subject matter experts, regulated businesses, other government agencies and policy teams and manage consultative processes for the making of the Data Standards instruments.
  • Confidently lead inter-agency discussions with engineers, architects, and policy teams through problem exploration and solution design.
  • Engage internationally with other standards setting bodies to ensure data standards remain interoperable with other schemes and at the forefront of innovation.
  • Provide a senior level of leadership and coordination across the Data Standards Body and the management of up to four staff members.

Qualifications And Experience

You will be able to demonstrate:

  • The ability to quickly understand, and provide leadership to, the policy and data standards landscape for Digital ID and/or the Consumer Data Right, and the role of APIs, security or user experience standards.
  • Experience of having conducted analysis of complex issues and ability to make effective decisions based on incomplete information using a range of techniques.
  • Strong written and oral communication skills to translate technical analysis and present findings and recommendations to a broad range of non-technical and senior stakeholders.
  • Experience of developing product strategy by understanding and mitigating risks and future drivers.
  • Ability to leverage collaborative settings to develop technical standards to influence stakeholders, react to challenge and build long term strategic relationships.
  • Ability to support the development of a product roadmap, negotiating with stakeholders to gain buy-in.
  • Qualifications in a wide range of fields, including Policy, IT, Economics, Cyber security, Product management, Law, Engineering or another relevant field are desirable.
