The Inland Rail Program is a 1600km rail infrastructure project stretching from Brisbane to Melbourne incorporating new and existing rail track. The program includes the upgrading of existing standard gauge track, the enhancement of existing standard gauge track to cater for double stacking and the construction of new standard gauge links comprising of viaducts, tunnels, rail track, crossings and bridges. About the opportunity
As the Senior Interface Manager for QLD, you are to provide strategic leadership, direction and oversight for all Third-Party Interface Agreements required for the delivery of the Inland Rail Program in Queensland. You will be responsible for the development, delivery and ongoing management of agreements with governments, statutory authorities, utilities and other third-party to secure approvals as this is critical to the delivery of Inland Rail.
Key responsibilities will include but are not limited to:
- Provides visible leadership within the Queensland team to align team culture with the stated Vision, Purpose, Core Values and Ways of Working with Inland Rail.
- Develop, implement and manage a third-party interfaces strategy that identifies and manages third-party risk and aligns with, and supports, delivery of the Approved Project Works (APW) for Inland Rail in Queensland.
- Lead the development and execution of MOUs, deeds, contracts and other agreements with government, statutory authorities, utility providers and other third-party entities in Queensland.
- Work with project teams and Stakeholder Engagement and Communications Manager to understand the priorities of stakeholders relevant to the project and program and adapt engagement approaches to ensure successful third-party approvals.
- Provide leadership, guidance and subject matter expertise on the development, application and administration of all Queensland government, statutory, utility and third-party agreements.
- Lead and coordinate the integration of third-party requirements including design requirements across the Queensland portfolio.
- Establish and maintain strong, collaborative relationships with state agencies, including Department of Transport and Main Roads, the Office of the Coordinator-General and Queensland Rail, local governments, key third-party entities and utilities authorities.
About You
This role requires excellent communication skills to lead, negotiate and influence across the organisation and external agencies and other third parties. Key to this role will be extensive experience in resolving third party interface issues. You will need to be able to communicate across a range of audiences including at executive levels, as well as influence and work with third-parties, agencies, cross-disciplinary teams, the community, landholders and stakeholders is a core attribute.
To ensure success in this position, applicants will be able to demonstrate:
- Leadership abilities to collaborate and work with other leaders to embed the stated Vision, Purpose, Core Values and Ways of Working of Inland Rail.
- Well versed in leading, negotiating and securing third-party interface agreements for infrastructure projects with a value over $50M.
- Experience in third-party risk management and the development of strategies and mitigation measures to measure these risks.
- Proved experience in the development and execution of MOUs, deeds, contracts and other agreements with third-party entities such as state agencies, local governments and utility providers.
- Knowledge of the processes of state agencies and local governments, third-parties and organisations critical to the success of the Inland Rail program including the Department of Transport and Main Roads, the Office of the Coordinator-General, Queensland Rail, local governments and utilities authorities.
- Developed skills at a leadership level to undertake stakeholder engagement, communication, collaboration, influencing, negotiation internally and externally to manage risk, scope, cost and timing.
- Working with internal and external design and engineering teams to integrate third-party elements into design packages in a timely manner.
- Relevant tertiary qualifications.
- Driver licence - Class C.
Desirable Selection Criteria
- Client-side project development experience in or with a Queensland state agency or local government involving multi-agency participation.
- Understanding of the application of emerging government priorities and initiatives such sustainability, resilience, digital transformation, innovation, people and place outcomes and Reconciliation.
- Delivery across multiple phases of the infrastructure lifecycle including strategic, development, construction, operational and asset management phases.
- Australian Standards for track infrastructure including the railway National Code of Practice.
