The Commercial Manager – ETCS Alliance is an embedded role within the Sequence Alliance and offers a unique opportunity to lead commercial strategy on one of Queensland’s largest infrastructure programs. You will provide high-level advice on contractual performance, risk, and procurement. Acting as the Delivery Authority’s commercial interface with the Alliance, you will drive strategic decisions, mentor commercial teams, and ensure alignment across partners. This role is central to ensuring value and compliance in a complex, multi-stakeholder delivery environment.

Cross River Rail will transform the way we travel to, from and through Brisbane in the future. It will be a catalyst for 10 years of wider rail transformation across the whole of South East Queensland and it is already playing a key role in how we prepare for the 2032 Olympics.

Cross River Rail is a new 10.2km rail line including 5.9km of twin tunnels running under the Brisbane River and CBD. It includes the delivery of four new underground stations, two new above-ground stations, accessibility rebuilds for six stations, the construction of three new stations on the Gold Coast, and the introduction of a new world-class ‘ETCS' signalling system.

About The Role

The Commercial Manager – ETCS Alliance is a senior embedded role within the Sequence Alliance, responsible for managing commercial and contractual performance across the ETCS Program. Acting as the primary interface between the Delivery Authority and Alliance partners, you will lead the development and refinement of commercial strategies, oversee risk, negotiate key contracts, and ensure alignment with performance frameworks and governance obligations.

This position is pivotal to driving value, consistency, and collaboration across the project's commercial function. While the role does not have formal direct reports, it holds strong leadership and mentoring influence over commercial personnel within the Alliance. Success in this role will require the ability to navigate complex commercial environments and develop and maintain strong and collaborative working relationships with Alliance partners, project partners, and suppliers.

Working from the Sequence office in Brisbane's CBD with flexible work options, this opportunity is offered as a two year contract with possible extension.

Key Responsibilities

  • Manage the Alliance Agreement interface with key stakeholders, including oversight of KPIs, adjustment events and additional work packages.
  • Provide leadership and guidance to the Sequence commercial team ensuring contracts, sub-contracts and procurement activities align with set objectives.
  • Lead the development and refinement of commercial strategies and contract management frameworks aligned with Alliance governance structure.
  • Provide commercial analysis and advice to support decision-making, issue resolution, and risk mitigation.
  • Represent the Delivery Authority in commercial and contract negotiations and external engagements.
  • Collaborate with finance, procurement, engineering and project controls teams.
  • Provide reporting, briefings and recommendations to executive management as required.
  • Ensure all contractual correspondence aligns with governance requirement and organisational expectations.
  • Support the management of and act contract disputes and project level variations relating to the alliance agreement.
  • Support technical teams with change processes, commercial inputs, and decision-making across the Alliance.
  • Promote sound governance, communication and problem-solving across Delivery Authority and Alliance partners.


About You

  • Extensive experience in strategic leadership and oversight of commercial contracts within major project or infrastructure environments with exposure to alliance delivery models.
  • Proven ability to lead and develop high performing commercial teams with complex delivery environment.
  • Strong organisational and time management skills with ability and drive to meet project objectives.
  • Advanced relationship management skills with ability to influence and align senior stakeholders in a complex alliance or collaborative delivery model.
  • Strong capability in negotiation, contract analysis, risk management and issue resolution.
  • High-level written and verbal communication skills for commercial documentation and correspondence, reporting and briefings.
  • Tertiary qualifications in a relevant discipline (Commerce, Business, Law, Engineering, etc).
