Main Purpose:
Manage the delivery of safe and efficient operations of the Kwinana Bitumen Facility. This includes managing stock and manufacturing, controlling operating costs, and implementing operational improvements. This role provides leadership to the Kwinana terminal staff to ensure operations are conducted safely and efficiently, meeting Puma standards and statutory requirements. Supervision of Puma’s joint venture with SAMI for the storage and handling of imported bitumen.

- Use machinery and equipment (including personal protective equipment-PPE) only in accordance with the procedures and training provided to you.
- Be familiar with evacuation and emergency procedures and the location of first aid and fire equipment.
- Ensure your activities do not cause, or are not likely to cause, environmental harm
- Minimise waste; separate reusable and recyclable materials from the general waste stream, use bins provided.
- Clean up spills appropriately and notify your Supervisor.
Quality Management System Compliance
- Comply and support the Quality Management system in all aspects of your role.
- Adopt and implement the principles of continuous improvement in all aspects of your role.
- Ensure the awareness of customer requirements (internal & external) are promoted throughout the business.
- Review, monitor and provide feedback on the effectiveness of the quality management system.
- Engage, support and continuously improve communication processes that support the quality management system and provide positive outcomes for the business, customers and key stakeholders.
Key Responsibilities
Operations
- Manage operations to be safe and reliable, including ensuring daily and weekly production requirements meet customer forecasting and orders;
- Supervision of the joint venture for storage and handling of imported bitumen.
- Monitor stock measurement and supply situation, and advise stakeholders of supply or quality issues, particularly potential customer impacts;
- Manage the efficient and safe discharge of products from ships, minimising demurrage due to the facility;
- Minimise the impact of equipment breakdowns by quickly troubleshooting problems and implementing effective solutions;
- Support the reliable operation of the site distributed control system and automated gantry loading systems.
- Maintain strong relationships with Customers and Internal stakeholders to communicate supply issues;
- Develop and implement effective processes, systems, procedures and training for operations and sales activities for the Terminal;
- Benchmark Kwinana facility operations against Puma Operational Excellence program;
- All other tasks as directed by your Manager.
Work Health & Safety
- Ensure compliance with all statutory requirements with respect to health, safety and the environment.
- Ensure Kwinana Bitumen maintains a SAPS Rating of Level 3;
- Proactive management of health, safety and environment issues;
- Full use of the Sphera system for reporting and tracking;
- Ensuring systems in place to meet Environmental licence requirements;
- Support Puma Bitumen leadership in conducting Due Diligence in Workplace Health and Safety matters.
Maintenance
- Establish and monitor an effective maintenance work management process.
- Ensure Puma’s CMMS for Kwinana facilities are accurate and utilised effectively;
- Ensure Kwinana facility maintenance tasks and duties are in accordance with the Puma SAPS system;
- Manage contractors to Puma SAPS requirements and site requirements;
- Manage the Permit to Work system for Kwinana facilities.
Capex
- Support National Operations Management with the Feasibility, Engineering, Procurement and Construction phases of projects.
- Ensuring all work is compliant with Puma Energy and Australian Standards.
Financial
- Support the National Operations Manager with coordination and management of Capital and Fixed cost budgets and expenditures;
- Prepare capital and fixed cost budgets, and monitor operations to minimise costs and expenditure.
Leadership/Team Development
- Provide leadership to direct reports and the broader Puma team;
- Promote an operational culture to drive efficient operations;
- Manage own performance and that of direct reports;
- Celebrate success within the team;
- Contribute to the development of a positive culture.
Qualification
- Qualifications that best support this role are tertiary education in an Engineering related discipline or relevant Trade Certification.
Experience, Skills & Competencies
- Experience in the manufacturing or petroleum industry, 5 years’ is desirable
- Good business and commercial acumen and basic negotiation skills;
- Experience in managing the safe operation of a hazardous facility
- Knowledge of relevant industry safety and engineering standards
- Effective analytical and problem-solving skills.
