Lead Project Governance Consultant

We are seeking a seasoned Lead Project Governance Consultant to deliver a strategic uplift of legacy project management documentation and governance frameworks for a federal cultural institution. The consultant will engage stakeholders across all levels, assess existing artefacts and thresholds, and lead the development of a scalable, forward-looking governance model aligned to APS best practices.

This is a high-visibility advisory role requiring deep experience in project governance uplift, public sector compliance, and stakeholder facilitation.

Key Responsibilities:

• Lead a current-state assessment of project governance maturity, artefacts, and delivery models
• Redesign legacy documentation templates and frameworks (e.g., PIDs, RAID logs, change logs)
• Define Major vs Minor project thresholds and risk/issue/decision escalation triggers
• Engage with cross-functional stakeholders to co-design practical governance solutions
• Align frameworks with PGPA Act, CPR, P3M3, and public sector audit readiness standards
• Prepare and deliver an executive-level governance recommendation pack to the Corporate Management Forum
• Coordinate delivery milestones, reporting, and handover for long-term sustainability

Required Skills & Experience:

• 10+ years of experience in ICT program governance, PMO leadership, or project delivery assurance
• Demonstrated experience uplifting governance functions or designing project control frameworks
• In-depth understanding of APS project governance, procurement (CPRs), and policy frameworks
• Strong facilitation and stakeholder management experience, including with executive and delivery teams
• Highly skilled in documentation design, governance modelling, and risk-based frameworks
• Proven experience delivering similar engagements in public sector environments
• Excellent written and verbal communication skills; ability to translate complex requirements into usable artefacts
• Australian Citizen

Desirable:

• Familiarity with cultural institutions, education, health, or government agencies
• Certification in MSP, PRINCE2, P3M3, SAFe, or ITIL
• Experience in both Agile and Waterfall environments
• Baseline clearance or recent clearance history
