Public Service Representatives (PSRs) are full time members of Parole Board Queensland with expertise or experience in the supervision or rehabilitation of offenders, nominated for the appointment term by the Commissioner. PSRs represent Queensland Corrective Services (QCS) on Board meetings, responsible for providing high level advice to the Board on relevant legislation and QCS' offender management policy, frameworks, and practice directives, relevant to Board matters in the interests of community safety outcomes. The team of PSRs are aligned to the Office of the Deputy Commissioner, Community Corrections and Specialist Operations, with reporting arrangements to the Director, Parole Board Liaison. Various Fixed Term Temporary opportunities are available. Applicants outside of the Brisbane CBD are encouraged to apply as arrangements for performing the role remotely will be considered.

PSRs represent Queensland Corrective Services (QCS) on Board meetings, responsible for providing high level advice to the Board on relevant legislation and QCS' offender management policy, frameworks, and practice directives, relevant to Board matters in the interests of community safety outcomes.

Key Responsibilities

  • Participate in parole board meetings by assessing prisoner applications for parole and ensuring accurate and relevant Agency and stakeholder information is available to assist the PBQ decision making. This includes preparing for a number of PBQ meetings on a weekly basis that requires detailed reviews of each prisoner file scheduled to PBQ meetings
  • Liaise with key stakeholders both internal and external including board members, to identify, develop and implement improvements in content and process across the parole application and decision making system
  • Undertake demanding and challenging negotiations on behalf of the Agency and represent the Agency's views on particular offender issues to the PBQ. Including presentation of relevant, contemporary evidence based risk assessment that aligns with the strategic outcomes leading to strong levels of community safety
  • Maintain a comprehensive knowledge of the Agency's strategic objectives, parole board responsibilities and functions and relevant legislation and judicial review processes
  • Prepare briefings, reports, submissions and other correspondence for senior stakeholders on a range of complex and confidential parole board issues and decisions
  • Provide specialist advisory services to Parole Board Queensland, and senior internal and external stakeholders in the interpretation and application of statutory and legislative provisions relevant to the function of the PBQ and make signification contributions to the development and implementation of best practice parole board decision making processes
  • Analyse risk or improvement opportunity, research multiple sources of information including legislative and policy changes, to generate options and solutions and provide well informed evidence based recommendations to drive quality board decision making
  • Liaise with Queensland Police Service, QCS Intelligence Group and other QCS operational staff and facilitate the provision of sensitive and protected information to the PBQ relevant to individual prisoner files including clarifying reports, obtaining further information on prisoner issues as required from staff in operational areas of QCS and following up on intelligence reports as necessary
  • Liaise with QCS senior operational managers to improve the quality and timeliness of information being provided to the PBQ and identify and resolve issues impacting on parole board decision making including systemic changes required for improvements in parole application and decision making processes
  • Provide expert advice to the PBQ in relation to QCS policy, procedure and practice on issues relating to the management of offenders and statutory requirements when relevant in its decision making
