JOB TITLE: DIVING TECHNICAL AUTHORITY

The Petrofac Diving Technical Authority shall be a Diving Specialist with experience of the type of diving operations being undertaken and of the type of work being undertaken. They must be thoroughly familiar with current legislation and regulations as well as with best industry practice. This position should be familiar with dynamically positioned (DP) vessels and their DP control systems, if the operation is being conducted from a support vessel equipped with DP. Familiarity with marine processes, lifting operations, rigging and general seamanship together with supporting the senior client representative where applicable, with regard to operational decisions.

KEY RESPONSIBILITIES

  • Monitoring the contractor to ensure compliance with Current Legislation, Petrofac Diving Procedures, IMCA D 014 - International Code of Practice for Offshore Diving, IOGP 431 and industry best practice.
  • Shall identify any shortfalls to the senior client worksite representative.
  • Recognise that on some vessels monitoring diving activities from dive control provides additional assurance due to hearing both the diver and supervisor. Other vessels will provide this capability in the client’s office setup.
  • Participation in offshore risk assessments and in the management of change process.
  • Provision of ‘in field’ short term planning input within his area of competence.
  • Be included in all campaign related document reviews.
  • Take ownership of a suitable and sufficient pre-campaign assurance checklist and ensure its completion to a level commensurate with the nature of the work-scopes and associated risks.
  • Attend critical project briefing and risk assessments and interject as and when required to ensure the contractor’s team is aware of Petrofac Policies and ensure that they are thoroughly briefed with regard to the duties onboard the installation or vessel.
  • Review the dive team training and competence matrix and record the result.
  • Liaise closely with the Marine competent person or delegate to confirm that Vessel DP Operators & Crane Operators are experienced and competent in operations concerning divers particularly when working in close proximity to assets and installations.
  • Support the follow-up/close-out of all vessel and diving system assurance audits.
  • Attend and actively participate in all on-site meetings relating to Safety and Daily Progress including morning conference calls.
  • Be responsible for taking an active role in the correct management of any project related changes and for ensuring that all changes are documented and risk assessed correctly and in line with the vessel contractors Management of Change Procedures prior to commencement of said change(s).
  • Undertake the review of, and be a counter signatory for, the contractor’s Daily Progress Reports (DPRs).
  • Liaise closely with associated assets / installations, Offshore Installation Manager (OIM), Contractor and Petrofac Asset / Project Subsea Engineer onshore.
  • Ensure that, prior to the commencement of any diving project, the relevant IMCA D.E.S.I.G.N. Audit has been carried out and that all relevant certification is in-date and that any Non-Conformances have been suitably closed out and documented. Review previous IMCA audits, findings and status of follow-up actions.
  • Act as the vessel / diving worksite communications focal point in liaison with each installation. This role facilitates safe working practices and supports the installation-based permit to work system.
  • Act as the Petrofac focal point during any emergencies onboard and ensure that the appropriate accident/incident investigation and reporting procedures are followed.
  • Monitor the works being carried out and keep a detailed running log/diary recording the project activities being carried out offshore including any emergency exercises and drills.
  • Attend the onboard wash up meeting and gain copies of the meeting minutes so that the information can be passed to the Petrofac Asset / Project Engineer onshore.
  • Compile a written report which will be submitted to the Petrofac Asset / Project Engineer onshore and, when requested, attend the onshore “lessons learned” meeting.
  • Coach the project / asset leadership and workforce to improve safety conversations, human performance and reduce mistakes.

Manage project / asset audit and assurance schedule, undertaking audits and identifying and driving the opportunities for continual improvement via SMART action management. Work with the project / asset team, client and contractor staff to encourage them to speak up and transparently report through participation in safety observations, near miss reporting and safety conversations. Promotes workforce engagement including Employee Safety Representatives.

ESSENTIAL QUALIFICATIONS AND SKILLS

  • Detailed understanding of the IMCA D 014 - International Code of Practice for Offshore Diving and IOGP 431.
  • Candidates being considered for the role of Diving Client Site Representative should have gained qualifications and experience in diving.
  • Experience as Diving Superintendent
  • Experience in planning offshore activities
  • Extensive offshore experience on board DSV and construction vessels
  • Experience as site representative
  • Conversant in the application of international codes and standards
  • Knowledge of QA/QC procedures
  • Knowledge of HSE procedures
  • Experience on DP vessels
  • Experience in operational role or HSE function in Oil and Gas or another high hazard industry, is essential.
  • Knowledge and experience in hazard identification, with detailed knowledge of HSE practices and procedures, Control of Work, emergency response, and delivery of safety programmes.
  • Knowledge of occupational and industrial health and safety.
  • Broad understanding of human performance and human factors.
  • Broad understanding of environmental issues relevant to the industry.
