Are you an experienced HR leader ready to make a significant impact in a progressive and community-focused organisation?

Reporting to the Executive Manager HR & Safety, the HR Services Manager leads City of Darwin’s HR services team and is responsible for employee relations, industrial relations, payroll, recruitment, workforce planning and wellbeing services. You will support leaders, shape workforce decisions, and ensure the delivery of high-quality HR services that enable the organisation to best serve Darwin’s community.

About the role

You will report to the Executive Manager HR & Safety. Your responsibilities will include:

• leading and developing the HR Services team
• advising leaders on employee relations, industrial relations and employment legislation
• leading enterprise agreement negotiations and managing workplace matters
• overseeing payroll compliance, recruitment, onboarding and workforce planning
• improving HR systems, policies and processes
• using workforce data to guide decisions and improve services
• supporting leaders through organisational change and strengthening capability, culture and wellbeing.

About you

You are an experienced HR leader who combines strategic thinking with a hands-on approach, stepping into operational work to guide and support your team when needed. You bring focus and discipline to a complex and substantial workload, helping your team prioritise what matters most and follow through on commitments.

You solve problems without becoming overwhelmed and confidently navigate conflict and honest, courageous conversations. With strong emotional intelligence and excellent communication skills, you build trusted relationships with senior leaders and stakeholders. Your people-centred leadership balances care for others with the consistent delivery of objectives and goals.

You will bring:

• A bachelor’s degree in human resources or an equivalent qualification or experience
• A minimum of 7 years’ HR generalist experience, including leading Enterprise Agreement negotiations, managing Fair Work Commission matters, overseeing payroll functions, and handling complex workplace and employee relations issues
• A minimum of 5 years’ experience in a senior HR management role, with responsibility for multiple HR service streams and the leadership of teams and individual employees
• Strong knowledge of employment legislation and sound HR practices
• Previous experience in a Local Government or other public sector context will be highly regarded
