Systems Baseline Engineering Lead – Defence | RFQTS 17453

Help shape coherent, integrated Defence capabilities across complex Land and Joint systems. Azooa is preparing a response to RFQTS 17453 and seeking an experienced Systems Baseline Engineering Lead for Army Headquarters’ LC4ISREW Directorate.

The opportunity

The Land Command, Control, Communications and Computing (Land C4) Program enables command and control, communications and information management supporting decision superiority. The Land Intelligence, Surveillance, Reconnaissance and Electronic Warfare (LISREW) Program modernises and sustains capabilities supporting situational awareness, targeting and electronic warfare effects across the Integrated Force.

Working within the LC4ISREW Directorate in Army Headquarters’ G8 – Systems and Integration Branch, you will develop, maintain and govern program-level capability baselines, requirements, architectures and integration artefacts. The role combines specialist systems engineering, Defence capability management and an understanding of dependencies between Land, Joint and Defence capabilities.

Engagement details

  • Initial term: 1 January 2027 to 31 December 2027.
  • Three possible 12-month extensions, at Defence’s discretion and subject to funding, ongoing requirements and performance.
  • Location: Russell Offices, ACT, with regular in-person meetings at Army Headquarters, Canberra. Off-site work may be required depending on space availability; a fixed remote or hybrid arrangement is not confirmed.
  • Contract basis: time and materials. Land Capability Division allocates 220 working days per calendar year.
  • Classification: Systems and Software Engineering – Systems Engineering, Level 3 – Advanced Practitioner.
  • Minimum NV1 security clearance, maintained or exceeded throughout the contract.
  • Availability to travel as required and directed by the Commonwealth Representative.
  • RFQ closing date: 16 October 2026. Early applications are encouraged to allow time for assessment and submission preparation.

What you will do

  • Develop and refine capability scope, requirements and engineering inputs supporting continual modernisation. Translate strategic guidance, operational needs and emerging requirements into coherent technical and system-level requirements.
  • Support requirements analysis, decomposition, traceability and prioritisation across projects and products.
  • Lead development, maintenance and evolution of capability and system baselines. Develop and review capability frameworks, concepts, system definitions and supporting engineering documentation.
  • Maintain traceability between requirements, system design, interfaces, dependencies and approved engineering decisions; assess the impact of proposed changes on baselines, capability coherence and related projects.
  • Assess system-of-systems integration requirements, technical dependencies and interoperability across the LC4ISREW portfolio.
  • Align C4ISR capability design and architectures across projects; contribute to capability architecture, interface definition and integration planning; identify design conflicts, gaps and dependencies.
  • Apply or support MBSE and contemporary digital engineering methods to capability baseline development and management, maintaining traceability across requirements, architectures, interfaces and design information.
  • Support engineering transformation to improve baseline visibility, design coherence and governance. Assess automation and AI-enabled engineering tools for baseline analysis, change-impact assessment and technical decision support.
  • Undertake and coordinate technical analysis supporting capability design, integration, prioritisation and investment decisions. Assess options, trade-offs, risks, constraints and dependencies.
  • Prepare technical assessments, briefs and recommendations for governance forums and decision-makers.
  • Engage Defence, industry and technical stakeholders; facilitate technical workshops, design discussions and working groups; represent LC4ISREW engineering interests in design and integration forums.
  • Support capability planning, concept development and force modernisation, aligning engineering activities with strategic guidance, capability priorities and Government-directed outcomes.

Essential skills and experience

  • Demonstrated experience developing, refining and managing complex capability and system requirements across multiple projects, products or systems.
  • Experience developing, maintaining or assuring system and/or capability baselines, including requirements traceability, design coherence and change-impact assessments.
  • Application of systems engineering principles to complex capability development, integration and modernisation.
  • Experience assessing system-of-systems integration requirements, dependencies, interfaces and interoperability.
  • Ability to undertake complex technical analysis and provide evidence-based engineering advice supporting design, integration and investment decisions.
  • Understanding of, and experience applying or supporting, MBSE and contemporary digital engineering methodologies.
  • Ability to engage and coordinate with Defence, industry and technical stakeholders to achieve engineering outcomes.
  • Highly developed written and verbal communication skills, including technical assessments, briefs and recommendations for senior decision-makers.

Desirable qualifications and experience

  • Tertiary qualifications in Systems Engineering, Engineering, Computer Science, Information Technology or a related technical discipline.
  • Formal systems engineering certification, professional accreditation or relevant advanced training.
  • Training, certification or practitioner experience in MBSE and relevant digital engineering tools or methodologies.
  • Defence capability management, acquisition, integration or sustainment experience, or equivalent complex Government capability programs.
  • C4ISR, communications, networking, integrated mission systems or other complex system-of-systems experience.
  • Knowledge of open systems architecture, modular design and interoperability principles.
  • Experience identifying or applying automation, data analytics or AI-enabled engineering tools to baseline analysis, change-impact assessment or technical decision support.
  • Experience in Land or Joint capability environments.

Deliverables and working requirements

Deliverables and timeframes will be agreed with the Commonwealth Representative at commencement. Work will include capability baselines, engineering artefacts, requirements traceability, integration inputs and technical advice. Monthly progress, risk and issue reports may be required.

Personnel must maintain verified timesheets, carry a mobile phone during working hours and comply with security, probity and conflict-of-interest requirements. A non-disclosure agreement may be required. Unless otherwise requested, work is not required during Defence’s Christmas stand-down, approximately 10 working days. The Commonwealth may suspend the engagement to manage task delays with five working days’ notice.
