Governance Support Officer – Defence LC4ISREW
Azooa is preparing a response and seeking a suitably qualified contractor for the Department of Defence, Land Capability Division, under RFQ LCD-26-0053. This opportunity suits someone with Defence governance, program coordination, stakeholder engagement and executive support experience.
ENGAGEMENT DETAILS
- Role: LC4ISREW Governance Support Officer, Work Level 1; one full-time equivalent position.
- Location: Russell Offices, R2, Level 4, Russell Drive, Russell, ACT.
- Proposed term: 1 January to 31 December 2027.
- Extensions: Two possible 12-month extensions at Defence’s discretion, subject to funding, ongoing requirements and performance.
- Hours: Eight hours per day excluding lunch, 40 hours per week and 220 days per year.
- Clearance: Minimum NV1, held before commencement and maintained throughout the engagement.
- Working arrangements: On-site attendance may be required for all or part of the engagement. Flexible work arrangements will be determined after award, subject to operational and security requirements; working from home is not guaranteed.
- RFQ closing date: 15 October 2026. Early expressions of interest are encouraged.
ABOUT THE OPPORTUNITY
The LC4ISREW Directorate, within the Systems and Integration Branch of Army Headquarters, manages the Land Command, Control, Communications and Computing (Land C4) and Land Intelligence, Surveillance, Reconnaissance and Electronic Warfare (LISREW) programs.
Land C4 supports command and control, communications and information management for situational awareness and decision superiority across Land and Joint Forces. LISREW modernises and sustains situational awareness and electronic warfare capabilities, supports littoral manoeuvre through geospatial intelligence, and leads establishment of the Land Targeting Enterprise.
The Capability Management Office (CMO) provides program support, program management, governance, strategy, procurement, finance and business intelligence in accordance with the Defence Capability System.
Working within the CMO and supporting the Deputy Director of LC4ISREW CMO, you will coordinate governance and operational activities, maintain reliable records and reporting, and support effective decision-making and accountability. Reporting may be to other contractors and/or Directorate leadership and may evolve with priorities.
KEY RESPONSIBILITIES
- Support coordination, administration and delivery of governance and operational activities across the LC4ISREW portfolio.
- Coordinate and maintain the governance framework and support compliance with program governance requirements.
- Assist with developing, implementing, monitoring and continuously improving program management frameworks, processes and reporting requirements.
- Maintain governance processes, artefacts, records and supporting tools.
- Coordinate stakeholder working groups, program meetings and governance forums, including agendas, papers, briefing materials, minutes and reports.
- Maintain program action, decision and risk registers.
- Manage the program inbox and communication channels, including the SharePoint site, ensuring correspondence is tracked, actioned and answered promptly.
- Work with Deputy Directors to triage priorities, coordinate tasks and support executive requirements.
- Participate in weekly team meetings; monthly Project Board, Program Board or Integrated Project Team meetings; risk, issue and dependency reviews; contract performance and assurance reviews; stakeholder meetings; and relevant security, workforce, audit and compliance meetings.
- Provide accurate status updates, action reports, risk assessments, briefs and meeting inputs.
- Where required, chair governance meetings, prepare executive briefs, present project updates, support Gate Reviews and advise senior Defence leadership and Commonwealth officials.
- Support knowledge transfer through collaboration, documentation, advice, mentoring, training, briefings, walkthroughs and handover activities.
KEY DELIVERABLES
This is a time-and-materials engagement. Specific task deliverables and timeframes will be agreed with the Commonwealth Representative upon commencement.
- Maintained governance frameworks, processes, artefacts, records and supporting tools.
- Meeting agendas, papers, briefs, minutes, reports and tracked actions.
- Current action, decision and risk registers, managed correspondence and communication channels.
- Governance and contract performance reporting inputs, monthly status updates when requested, and accurate monthly timesheets.
- Documented decisions, processes, procedures, risks, issues and lessons learned.
- Editable work products progressively provided through Defence-approved systems.
- Comprehensive handover of work in progress, deliverables and records, including a final handover report.
ESSENTIAL SKILLS AND EXPERIENCE
- Demonstrated knowledge and experience working within Defence Capability System governance frameworks, policies and program management practices.
- Strong organisational and administrative skills, including correspondence management, records management, action tracking and program documentation.
- Strong stakeholder engagement skills and ability to build productive internal and external relationships.
- Demonstrated ability to manage competing priorities and deliver outcomes under pressure.
- Ability to work effectively in an agile team and support its established operating rhythm.
- Minimum NV1 security clearance maintained throughout the engagement.
DESIRABLE QUALIFICATIONS AND EXPERIENCE
- Qualifications in project/program management, governance, business administration or a related discipline.
- Additional qualifications or practical experience beyond your immediate field, particularly project/program management, systems engineering, communications, business management or information technology.
- Ability to apply broader experience to translating user needs, participating in vendor discussions and developing options involving schedule, cost and quality analysis for acquisition and sustainment investment decisions.
- Understanding of Joint and domain-specific staff processes within operational and tactical headquarters, supporting ADF engagement and translation of requirements and priorities.
- Knowledge or experience of the Defence Capability Lifecycle, governance structures and committee processes.
SECURITY AND ENGAGEMENT REQUIREMENTS
The successful contractor must meet Defence security, identity, access and onboarding requirements, maintain the required Defence Access Pass and ICT accounts, and complete mandatory training, security briefings and required declarations. Confidentiality, privacy, intellectual property and conflict-of-interest undertakings may be required.
Defence security and information-handling policies apply, including the DSPF, PSPF and ISM. Defence information must remain within approved systems; offshore access, processing or storage requires prior written approval. The RFQ prohibits the use of AI systems in delivering the contracted services.
Official travel may be required and must be approved in advance through Defence processes. Travel time is not billable unless expressly approved, and normal commuting is not reimbursable. Work outside agreed standard hours requires prior written approval. Defence may interview candidates before engagement.
