Role Overview

The ICT Project Manager will provide project management support to the JP9101 Integrated Project Management team within IC3SPO.

The role will support the planning, governance and delivery of ICT-enabled Defence capability, working closely with the EL1 Integrated Project Manager and Deputy Integrated Project Manager.

The successful candidate will manage project documentation, schedules, budgets, risks, dependencies and stakeholder activities while supporting ICT integration, security accreditation, procurement and broader capability delivery.

Key Responsibilities

The ICT Project Manager will:

• Provide ICT project management support to the EL1 Integrated Project Manager and Deputy Integrated Project Manager.
• Develop and maintain:
• Project plans.
• Status reports.
• ICT project artefacts.
• Supporting governance documentation.
• Track project delivery against agreed:
• Timelines.
• Milestones.
• Budgets.
• Provide detailed project updates and recommend corrective actions where required.
• Identify, monitor and manage project risks and issues.
• Escalate significant risks and issues to project leadership as appropriate.
• Prepare project status reports and presentations for senior leadership and key stakeholders.
• Facilitate project meetings, including agenda preparation and follow-up of actions.
• Support project change management across scope, schedule and budget.
• Ensure project changes are appropriately documented and approved in accordance with Defence requirements.
• Identify opportunities to improve project governance, processes, efficiencies and delivery outcomes.

ICT Project and Integration Management

The role will manage and monitor ICT-specific project risks, dependencies and interfaces, including:

• Cyber security.
• Information assurance.
• Interoperability.
• Technical obsolescence.
• System integration.
• ICT project dependencies.
• Technical workstreams.

The successful candidate will engage relevant Subject Matter Experts when reviewing

Contract Deliverable Requirements Lists (CDRLs) and supporting systems engineering, ICT integration and security accreditation activities.

The ICT Project Manager will also work collaboratively with the Project Security Manager to support the planning and coordination of:

• Security accreditation.
• Information assurance.
• Cyber security activities.
• Physical security activities associated with ICT capability delivery.

Procurement and Commercial Support

The successful candidate will:

• Support project procurement activities.
• Assist with management of vendor contracts.
• Support compliance with Defence procurement requirements.
• Monitor delivery of contractual obligations.
• Apply Defence financial, procurement and risk management principles.
• Support project financial management activities.

Essential Experience And Qualifications

Candidates must demonstrate:

• Tertiary qualifications in Project Management or a related field.
• Current professional experience in project management.
• Knowledge and experience of the One Defence Capability System (ODCS).
• Knowledge and experience with ASDEFCON.
• Understanding of project management methodologies and their application within a Defence environment.
• Demonstrated experience successfully developing, planning and delivering projects, including ICT-enabled projects.
• Experience using CASG project reporting tools.
• Strong understanding of Defence:
• Financial management.
• Procurement.
• Risk management.
• Demonstrated Defence procurement and financial management experience.
• Demonstrated leadership and teamwork within an Integrated Working Group environment.
• Experience delivering, governing or managing ICT-enabled projects within Defence, National Security or Government.
• Understanding of Defence ICT governance, systems integration and capability delivery processes.
• Experience managing ICT project schedules, dependencies and deliverables across multiple stakeholders and technical workstreams.
• Knowledge of cyber security governance requirements within Defence ICT projects.
• Strong written and verbal communication skills.
• Strong stakeholder engagement and collaborative working capability.

Desirable Experience And Qualifications

• Experience delivering Defence Capability Projects.
• Previous experience within Defence and/or CASG.
• Knowledge and experience of capability sustainment.
• Understanding of the technical, logistical and operational requirements associated with Defence capability delivery.
• Knowledge of relevant Defence policy and legislation.
• Experience managing multidisciplinary or cross-functional technical teams.
• Experience within:
• Defence Digital Group (DDG).
• Chief Information Officer Group (CIOG).
• Joint Capabilities Group (JCG).
• CASG ICT acquisition environments.
• Knowledge of Defence ICT security accreditation processes.
• Knowledge of the Australian Government Information Security Manual (ISM) and associated Defence security requirements.

Relevant professional certifications may include:

• Certified Practising Project Manager (CPPM).
• Project Management Professional (PMP).
• PRINCE2.
• Information Technology Infrastructure Library (ITIL).
• Equivalent recognised project or ICT service management certification.
