Senior Procurement and Contract Officer

Papps Project Management Pty Ltd (PappsPM)

Do Commonwealth procurement that actually matters, in a team that backs you like a person, not a line on a timesheet.

PappsPM (Papps Project Management) is hiring a Procurement and Contract Officer to support the delivery of high-quality procurement and contract management services across Defence and Government projects. This is a hands-on opportunity within a growing, senior team where your expertise is trusted, your contribution is valued, and your work makes a real impact.

PappsPM is an Australian, veteran-friendly professional services firm delivering project, procurement, commercial and ICT services to Defence and Government. We work on the complex projects that underpin Australian sovereign capability. Our team is deliberately small and senior, which means your judgement is trusted and your work is seen. Our motto, Stronger Together, is how we actually operate.

About The Role

Working within a federal government client's procurement and finance functions, you will provide expert procurement advice and hands-on delivery across the full procurement lifecycle, helping stakeholders reach compliant, effective and value-for-money outcomes under the Commonwealth Procurement Rules (CPRs) and the PGPA Act.

What you'll do

  • Provide strategic and operational procurement advice to business areas
  • Develop and review procurement documentation: procurement plans, approach-to-market packs, evaluation plans and reports, value-for-money assessments, work orders and contracts
  • Support end-to-end procurement, from market approach and supplier engagement through to evaluation and negotiation
  • Establish and manage contracts, including performance monitoring, administration and variations
  • Identify, assess and manage procurement and contractual risk
  • Support procurement reporting, compliance and continuous improvement
  • Contribute to capability uplift through guidance, knowledge transfer and training
  • Engage internal and external stakeholders to move outcomes forward

What you'll bring

  • Demonstrated experience in Australian Government (Commonwealth) procurement and contract management
  • Sound working knowledge of the Commonwealth Procurement Rules, the PGPA Act and related frameworks
  • Confident drafting of procurement and contract documentation, with strong attention to detail
  • Clear communication and the judgement to give practical advice under time pressure
  • A collaborative approach and a track record of reliable, high-quality delivery

Eligibility

  • Australian citizenship (required to hold a security clearance)
  • A current Baseline security clearance, or eligibility and willingness to obtain one
  • Based in Canberra, ACT (hybrid)

What we offer

  • Meaningful work on projects essential to Australia's sovereign capability
  • A genuine people-first culture where your judgement carries weight
  • A personal training and development budget, and real room to grow
  • A firm that champions veterans and reservists
