Objective and Purpose of Assignment

The Pacific Private Sector Development Initiative (PSDI) is a regional technical assistance facility co-financed by the Government of Australia, the Government of New Zealand, and the Asian Development Bank (ADB). Since 2006, PSDI has worked with ADB's Pacific Developing Member Countries (DMCs) to improve the enabling environment for business and support inclusive, private sector-led economic growth.

Climate change is among the most material risks facing Pacific economies and private sectors, shaping the viability of firms, the resilience of investments, and the durability and success of policy and regulatory reform. PSDI’s fifth phase will have an increased focus on climate change as a cross-cutting consideration.

The purpose of this assignment is to (i) identify, document, and share how climate change intersects with and impacts PSDI reforms, (ii) ensure climate change is meaningfully integrated into PSDI's Phase V program documentation, (iii) establish a clear system for sustained and meaningful climate integration across the program going forward, and (iv) build the capacity of the PSDI technical team to mainstream climate change across their workstreams.

Scope of Work

The Climate Change and Private Sector Development Expert will work with the PSDI technical team, the PSDI Senior Impact and Visibility Specialist, and the ADB Senior Private Sector Development Officer in the Pacific Department Director-General's Unit, to ensure climate change is meaningfully integrated across PSDI's Phase V program documentation and reform initiatives.

This will involve:

  • Conducting a rapid review of PSDI's portfolio of reform initiatives and developing a document that sets out (a) how climate change could be more meaningfully integrated into similar reforms in Phase V, and (b) opportunities for new initiatives spanning private sector development and climate.
  • Reviewing how PSDI's country strategy template drafts have integrated climate change to date, and revising them as necessary to strengthen climate integration.
  • Developing practical guidelines for mainstreaming climate change across typical PSDI reform initiatives, and convening a workshop with the PSDI technical team to share and discuss the guidelines.
  • Reviewing PSDI's concept note templates against the established guidelines and revising them as needed to ensure they enable meaningful climate mainstreaming in the design of new initiatives.

The consultant will report to ADB's TA program officer for PSDI, under the overall guidance and supervision of the Regional Director of the Pacific Liaison and Coordination Office. ADB's TA program officer for PSDI will accept or reject any reports or related materials to comply with PSDI requirements. All written reports will be submitted in a format and length agreed with PSDI and will comply with the ADB Handbook of Style and Usage.

Detailed Tasks and/or Expected Output

The Climate Change and Private Sector Development Expert will:

  1. Conduct a rapid review of PSDI's portfolio of Phase IV reform initiatives and develop a document setting out (a) how climate change could be more meaningfully integrated into similar reforms in Phase V, and (b) opportunities for new initiatives spanning private sector development and climate.
  2. Review and revise PSDI's country strategy template drafts to strengthen climate integration.
  3. Develop a practical guidelines document for mainstreaming climate change across typical PSDI reform initiatives.
  4. Review and revise PSDI's concept note templates to align with the guidelines and enable meaningful climate mainstreaming.

Deliverables and Time Schedule

  1. Rapid PSDI portfolio review (5 days)
  2. Review and revisions of country strategy template drafts (3 days)
  3. Practical guidelines for mainstreaming climate change in PSDI reform initiatives (5 days)
  4. Review and revisions of concept note templates (2 days)

Qualifications

  • Bachelor's degree or higher in climate change, environmental management, economics, international development, or a related field.
  • At least 10 years' experience working at the intersection of climate change and private sector development, ideally including experience integrating climate considerations into policy, regulatory, or institutional reform programs.
  • Experience developing practical guidance materials, screening tools, or mainstreaming frameworks for climate change in development programming.
  • Experience working in the Pacific or other small island developing states preferred, with strong understanding of climate vulnerabilities and resilience priorities.
  • Strong facilitation and stakeholder engagement skills, including experience designing and delivering technical workshops.
  • Excellent writing and synthesis skills.
