Position Overview
The Project Coordinator – International Programs is responsible for leading and managing the delivery of complex international program activities. The role involves end-to-end responsibility for planning, coordination, financial management, stakeholder engagement, and reporting, ensuring activities are delivered effectively, on time, within budget, and in compliance with organisational and donor requirements. The position operates with a high degree of autonomy and contributes to decision-making, risk management, and continuous improvement of program delivery.
Position Duties
The role operates under limited direction and is accountable for managing the delivery of allocated program activities. The position is expected to:
- Exercise judgement and initiative in resolving issues.
- Manage competing priorities and complexity across multiple activities.
- Provide advice to the Director and Manager on activity delivery, risks, and performance.
- Apply and interpret policies, procedures and donor requirements.
- Support and guide junior staff or volunteers as required.
Major Activities
Program delivery and Coordination
- Plan, lead and manage the delivery of complex regional, bilateral and domestic activities, including workshops, mentoring programs, exchanges, and other initiatives.
- Coordinate multiple simultaneous activities across jurisdictions, ensuring alignment with program objectives and timelines.
- Ensure high-quality delivery outcomes through effective planning, organisation and oversight.
Team Leadership
- Supervision of staff, including follow-up on weekly tasks, and liaison with Manager/Director as necessary.
- Convening regular team meetings, including preparation of agendas, minutes, action points and ensuring prioritisation and implementation of tasks and actions arising.
- Overall coordination of team activities to ensure compliance with grant and program priorities, targets and deadlines.
- Manage volunteer program.
Financial and Administrative management
- Supervision of activity budgets, including monitoring of forecasting, tracking, reporting and acquittal processes.
- Ensure compliance with financial, procurement and governance requirements, including donor policies.
- Exercise judgement in financial administration and identify and escalate risks where appropriate.
Stakeholder Engagement
- Develop and maintain effective working relationships with internal and external stakeholders, including judicial officers, court staff and international partners.
- Provide advice and support to stakeholders to facilitate engagement and delivery of program activities.
- Coordinate communication and collaboration across multiple organisations and jurisdictions.
Reporting and Advice
- Prepare and contribute to briefings, reports and program documentation for senior stakeholders.
- Provide advice on activity delivery, financial status, risks and emerging issues.
- Support program-level reporting requirements, including donor reporting.
- Ensure collection of surveys, data and relevant information from program activities for monitoring, evaluation and learning requirements.
Risk management and Compliance
- Identify operational risks and implement mitigation strategies.
- Ensure activities are delivered in accordance with organisational policies and donor requirements.
- Apply sound judgement in managing issues as they arise.
Continuous Improvement
- Identify opportunities to improve systems, processes and delivery practices.
- Contribute to the development and refinement of tools, templates and procedures.
- Support a culture of learning and improvement within the International Programs Unit.
Key Relationships
- Federal Court judges, chambers and registries;
- International partner courts and organisations;
- Internal business areas (including Finance and Corporate Services); and
- International Programs Unit staff.

The successful applicant will demonstrate:
- Project and program management. Ability to plan, lead and deliver complex activities with minimal supervision, managing competing priorities and achieving outcomes within agreed timeframes and budgets.

- Financial management. Strong capability in supervising budgets, monitoring expenditure and ensuring compliance with financial and procurement frameworks.
- Stakeholder engagement. Ability to build and sustain relationships with a diverse range of stakeholders, including senior representatives, and to work collaboratively across organisational and cultural contexts.
- Judgement and problem solving. Demonstrated ability to exercise sound judgement, manage complexity, identify risks and resolve issues proactively.
- Communication. Well-developed written and verbal communication skills, including the ability to prepare clear, concise reports, briefings and advice.
- Continuous improvement. Ability to identify and implement improvements to processes, systems and work practices.
- Professionalism. High level of integrity, attention to detail, adaptability and commitment to delivering high-quality outcomes in a dynamic environment.
Qualifications and Experience
Relevant qualifications or equivalent experience in project management, public administration, international development or a related field.
Special requirements
- May include travel within Australia and the Pacific region, including remote locations; and
- Flexibility to work outside standard hours, particularly during program delivery or travel.
Selection criteria
Applicants will be assessed against the following:
- Demonstrated experience leading or managing the delivery of complex projects or programs, including coordinating activities, stakeholders and resources.
- Demonstrated ability to exercise judgement and manage competing priorities to deliver outcomes within agreed timeframes and budgets.
- Experience in team leadership and staff supervision.
- Demonstrated experience managing financial and administrative processes, including budgeting, tracking, reporting and compliance.
- Strong stakeholder engagement skills, including the ability to build and maintain effective working relationships with internal and external stakeholders.
- Demonstrated ability to identify and manage risks and resolve issues proactively.
- Well-developed written and verbal communication skills, including the ability to prepare briefings, reports and advice for senior stakeholders.
- Knowledge of, or ability to acquire knowledge of, international or donor-funded program environments.

Salary
$99,734 - $111,701 per annum, plus 15.4% superannuation.

Eligibility
Employment with the Court is subject to the conditions prescribed in the Public Service Act 1999, and the following:
- Australian citizenship – the successful applicant must hold Australian citizenship;
- Security and character clearance – the successful applicant must satisfy a Police Records Check, and may also be required to complete security clearances during the court of their employment;
- Health clearance – the successful applicant may be required to complete a health declaration or attend a medical assessment to confirm their fitness for duty.
