Development Lead - Dynamics 365 / Power Platform

Duration: 12 months, with the possibility of a 6-month extension

Company Overview

BLACKROC is partnering with a leading Queensland Government agency to recruit a Development Lead to join a major digital transformation program.

Role Purpose

This is a hands-on leadership role heading up a delivery pod of Business Analysts, Functional Analysts, and Developers on a large-scale Dynamics 365 / Power Platform build. You'll set technical direction, drive engineering discipline, and ensure the pod converts business priorities and solution architecture into build-ready, tested, and releasable outcomes, partnering closely with project architects, the Product Owner, and Scrum Master.

Key Responsibilities

• Lead day-to-day delivery of a multidisciplinary pod through discovery, refinement, build, test, and release readiness
• Translate solution architecture, shared component designs, and business requirements into build-ready backlog items and technical tasks
• Guide the team on when to use platform configuration, Power Automate, plug-ins, custom APIs, PCF controls, or Power Pages customisation
• Oversee code, configuration, and pull request reviews, and drive root cause analysis on significant defects or delivery issues
• Maintain accurate delivery information in Azure DevOps and provide clear reporting to project stakeholders
• Coach and mentor Business Analysts, Functional Analysts, and Developers to lift delivery quality and predictability

Required Skills & Experience

• Extensive experience leading delivery teams on Dynamics 365 projects, ideally involving case management, permitting, licensing, or regulatory/workflow-based transformation
• Strong hands-on understanding of Dynamics 365 Customer Engagement, Dataverse, model-driven apps, Power Pages, Power Automate, business rules, security roles, and Dataverse data modelling
• Demonstrated experience leading multidisciplinary teams (BAs, FAs, Developers, Testers, Architects) through the full delivery lifecycle
• Strong experience with Azure DevOps for backlog management, sprint planning, and delivery reporting
• Strong understanding of ALM, solution layering, managed solutions, deployment automation, and release governance
• Experience designing, building, or reviewing D365/Dataverse components including plug-ins, custom APIs, PCF controls, and Azure integrations
• Strong stakeholder communication skills, able to explain technical trade-offs to both technical and non-technical audiences

Preferred Skills & Qualifications

• Experience delivering government, regulatory, mining, resources, licensing, or case management solutions
• Experience with Microsoft Fabric, Power BI, or analytical data consumption
• Experience with Playwright, Azure DevOps Test Plans, or automated regression testing
• Experience with spatial data / ESRI / geospatial overlays
• Dynamics 365, Power Platform, Azure, or Agile/DevOps certifications
