Core Purpose

The role will support the Land C4 Modernisation Project, which is delivering next-generation Land Command, Control, Communications and Computing capability into the Joint Land Force.

LAND 4140 will modernise and enhance Land C4 systems at the operational and tactical level to improve command and control, intelligence, sensors and weapon system effects across the Land Domain.

The T&E Systems Engineer will operate as an embedded part of the Land C4 Systems Branch within the Communications Delivery Team, supporting systems engineering and Test & Evaluation activities across acquisition work packages.

Scope / Responsibilities

The successful contractor will be responsible for:

  • Applying professional systems engineering knowledge to support development, integration and delivery of Defence capability.
  • Supporting LAND 4140 capability outcomes across Tactical Communications Network, Battlefield Telecommunications Network, Battlefield Management System and Deployable Information Environment work packages.
  • Working under limited direction to undertake complex systems engineering tasks.
  • Preparing technical certification plans and engineering documentation.
  • Supporting systems specifications, engineering plans and materiel capability lifecycle artefacts.
  • Providing engineering advice to support land-worthiness of military equipment and systems.
  • Conducting and supporting Test & Evaluation activities, including:
  • Preview T&E
  • Acceptance T&E
  • Operational T&E support
  • In-Service T&E support
  • Managing Verification and Validation processes.
  • Ensuring compliance with system, safety and performance requirements.
  • Applying Defence T&E frameworks, policies, governance and CASG engineering policy.
  • Supporting risk management across engineering and T&E activities.
  • Establishing milestones and advising on task allocation and responsibilities.
  • Reviewing and updating engineering documents.
  • Providing advice on decisions affecting results, deadlines, budget and delivery success.
  • Reviewing Contract Deliverable Requirements within contract timelines.
  • Providing concise engineering advice across the broader CASG systems engineering skill set.

Mandatory / Essential Criteria

Candidates should be able to demonstrate:

  • Tertiary qualification in Engineering.
  • Minimum 4+ years’ systems engineering experience.
  • Demonstrated experience and understanding of the Defence T&E function.
  • Experience engineering complex Defence systems, including C4 capabilities.
  • Experience conducting or supporting T&E activities.
  • Ability to perform complex technical work across multiple lines of effort and deliverables.
  • Familiarity with relevant engineering standards, methods, tools and applications.
  • Ability to analyse requirements and recommend T&E options.
  • Ability to meet technical and project objectives.
  • Clear written and verbal communication skills.
  • Ability to work with technical and non-technical stakeholders.
  • Ability to gain and hold Technical Authority under the Technical Regulatory Framework – Land.
  • Current Australian Government security clearance of at least NV1.
  • Ability to work onsite for a minimum of 3 days per week.
  • Ability to support ITAR-related requirements.

Desirable Criteria

Highly desirable experience includes:

  • Broader systems engineering experience across Defence acquisition environments.
  • Strong understanding of ICT architectures, networks, platforms, cyber / security compliance and governance.
  • Previous Defence, Army or CASG experience.
  • Experience assessing and evaluating technical risk.
  • Understanding of radio and satellite communications.
  • Chartered Professional Engineer status through Engineers Australia.
  • National Engineering Register registration.

Minimum clearance required:

Rate Guidance

Maximum rate: $157.93/hour including super
