Your New Organisation
This position is with well-established, financially sound not-for-profit organisation delivering care services across 18 locations in regional Queensland. With a large and diverse workforce supporting thousands of individuals, the organisation operates across highly regulated environments including disability, aged care, and child safety.

As the organisation continues its transformation and growth journey, this role will play a pivotal part in shaping workforce capability, leadership, and culture to support long-term success.
Reporting to the Chief Executive Officer, the General Manager People & Culture is a key member of the Executive Leadership Team, providing strategic oversight across Human Resources, Recruitment, Workplace Health & Safety (WHS), Corporate Training, and broader People & Culture functions.
Your New Role
As the General Manager People & Culture, you will:
- Provide strategic advice to the CEO and Executive Leadership Team on all People & Culture matters, influencing organisational direction, performance, and culture.
- Lead workforce planning and organisational design to ensure capability, capacity, and structure align with strategic growth and future expansion.
- Drive organisational transformation and change initiatives, ensuring successful implementation with minimal operational disruption.
- Build and embed a sustainable workforce strategy, including succession planning and leadership pipeline development.
- Design and deliver leadership capability initiatives, including an Emerging Leaders Program.
- Oversee attraction, recruitment, and onboarding strategies to strengthen employer brand and talent outcomes.
- Lead employee and industrial relations, providing oversight of complex matters and ensuring best practice outcomes.
- Strengthen organisational culture by embedding values, improving engagement, and enhancing employee wellbeing and psychological safety.
- Ensure compliance with employment legislation, industrial instruments, and regulatory frameworks across NDIS, Human Services, Aged Care, and Child Safety.
- Lead multidisciplinary teams across People & Culture, HR, WHS, and Corporate Training, building capability and driving high performance.
- Oversee WHS strategy and compliance, promoting a proactive safety culture across all sites.
- Utilise data, insights, and reporting to inform decision making, improve workforce outcomes, and support continuous improvement.
- Lead governance, audit, and accreditation activities, ensuring the organisation meets and exceeds regulatory standards.
What You’ll Need to Succeed
This is a high-impact executive role suited to an experienced and strategic People & Culture leader who can balance vision with delivery in a complex, multi-site environment.
We’re looking for someone who brings:
- Degree qualifications in Human Resources, Business, Organisational Psychology, or a related discipline.
- Minimum 5 years’ experience in an executive or senior leadership People & Culture role.
- Proven experience leading workforce strategy, organisational design, and large-scale change initiatives.
- Strong industrial and employee relations expertise within a regulated or complex environment.
- Demonstrated success in building leadership capability and driving organisational culture outcomes.
- Advanced analytical and problem-solving skills, with the ability to translate data into strategic insights.
- Exceptional stakeholder engagement and communication skills, with the ability to influence at executive level.
- A strong understanding of governance, compliance, and risk across human services, health, disability, aged care, or similar sectors (highly regarded).
- The ability to manage competing priorities and deliver outcomes in a dynamic environment.
Additional requirements include:
- Current Working with Children (Blue Card) and relevant screening checks (or ability to obtain).
- NDIS Worker Screening Clearance and mandatory training completion (or ability to obtain).
- Willingness to travel across regional sites and work outside standard hours as required.
