Role Description

The Software Development Section within the Business Solutions Branch of department's Information Management and Technology Division is seeking an experienced ICT labour hire resource to fill the role of Formal Messaging System Administrator.

We are seeking a detail-oriented professional to support the operation of a secure messaging system connecting government agencies, internal teams, and partner organisations. In this role, you’ll ensure the system runs reliably, manage access and configurations, support messaging operations, and uphold strict security and compliance standards.

Job Specific role description

System Administration & Maintenance

Maintain system directory services, including:

  1. Topic subscriptions.
  2. Organisational structures (including restructures and updates).
  3. Position management (creation, deletion, updates).
  4. Distribution lists and group addresses.
  5. Configuration for executive and senior leadership messaging.

Manage user accounts, profiles, and access controls, including:

  1. Need-to-Know (NTK) access permissions.
  2. Security and system access assignments.
  3. Movement of users between roles or positions (including acting arrangements).

Operational Support

  • Manage Level 2 support requests via ICT service management tools.
  • Diagnose issues within communications and system architecture and coordinate with appropriate technical teams.
  • Management of message exchange processes across interconnected systems.
  • Coordination of message transfers between internal and external systems.
  • Handling of upload and download processes for systems without direct integration.

Governance, Compliance & Security:

  • Apply organisational security policies and classification requirements in handling sensitive communications.
  • Maintain records of senior personnel movements (e.g. postings, acting arrangements, special access).
  • Conduct periodic audits of system access and messaging distribution lists.
  • Ensure compliance with procedural, governance, and security requirements.

Reporting & Analysis

  • Produce regular operational and statistical reports.
  • Support audit, assurance, and compliance reporting activities.

Advisory & Stakeholder Engagement

  • Provide procedural advice to internal users and partner stakeholders.
  • Support senior stakeholders in the use of the messaging system.
  • Assist training teams with procedural guidance for system users.

Documentation & Continuous Improvement

  • Develop and maintain Standard Operating Procedures (SOPs).
  • Communicate system changes and operational updates to stakeholders.
  • Identify issues and recommend improvements to processes and system usage.

Team Contribution

  • Work collaboratively within a small operational team.
  • Prioritise and manage workload based on urgency and business needs.

Working Environment

  • Operates within a secure ICT environment handling sensitive information.
  • Requires engagement with multiple stakeholders across organisational boundaries.
  • Requires strong adherence to governance, security, and operational protocols.

Technical skills: Industry certifications relevant to the technology.

Essential Criteria

Demonstrated experience administering secure messaging or comparable enterprise systems, including:

  1. User profile and access management.
  2. Management of subscription or distribution configurations.
  3. Administration of group access and access control.
  4. Support for executive messaging requirements.
  5. Operation and management of web-based messaging or communication platforms.
  6. Experience managing message exchange processes across multiple systems.

Demonstrated knowledge of messaging or communication system operations, including:

  1. Message distribution processes.
  2. Organisational and positional structures within systems.
  3. End-to-end workflows supporting communication across business units.

Communication and advisory capability, including the ability to:

  1. Provide clear procedural advice to users.
  2. Support stakeholders with operational and technical issues.
  3. Liaise effectively with internal teams and external stakeholders.

Problem solving and technical awareness, including

  1. Understanding of system and communications architecture sufficient to identify and triage issues.
  2. Ability to escalate and coordinate resolution with relevant technical teams.

Desirable Criteria

ICT Service Management Tools: Experience using ICT service request and incident management tools.

Organisational Structure Management: Experience managing or configuring organisational structures within enterprise systems.

Security Knowledge

  1. Understanding of information security frameworks and classification principles.
  2. Knowledge of access control requirements within secure systems.

Documentation and Process Development: Experience developing SOPs, guidance material, or operational documentation.
