Team/Property Overview

Property Overview : Southgate is an iconic asset in the Southbank precinct which has been home to many prolific commercial and retail organisations.

At 85,000 square metres it is a significant footprint with a current focus on increasing occupancy of both retail and commercial spaces.

Commercial (IBM & HWT Towers): Approx. 70,000 NLA

Retai : Approx. 15,000 NLA

Position Purpose

The Operations Manager will assist with the management of the day-to-day client activities for the assigned property/facility and be the on-site key point of contact for key stakeholders and client. The role will assume overall responsibility for operational site budgets, programmed and reactive maintenance regimes, contractor management, management of minor works and management of risk and compliance programs.

Duties & responsibilities

Oversee the pre-qualification process for all contractors, including CM3 pre-qualification, JLL and site-specific inductions, and site sign in/out requirements.

Escort contractors to plant rooms and other base building areas as required.

Actively look for ways and provide recommendations to improve building presentation, plant/equipment operation, safety/risk management and compliance.

Oversee daily Building Automation System (BAS).

Complete daily, weekly, monthly property inspections as directed.

Ensure daily review and close out of tenant work requests, following up with the management team as required.

Manage cleaning services contractual requirements (base building).

Manage car park operations (base building).

Coordinate waste management and recycling programs with cleaners ensuring compliance as per SOP.

Manage security personnel, systems and contractual requirements.

Act as the first point of contact for security operations.

Ensure master contract register is updated.

Oversee the site SharePoint administration management.

Act as the first point of contact for all ad hoc requests from building management team.

Assist with site admin as required.

Ensure all Essential Safety Measures requirements are met.

Co-ordinate contractors and monitor performance and compliance, including review of all service records to ensure compliance with contract and essential safety measure requirements. Maintain, and track delivery against, a documented maintenance schedule.

Be available by phone and provide assistance for after-hours emergencies and callouts to the properties, attending as required.

Keep Property Manager informed of all issues which may affect the building operation, compliance and/or comfort of tenants.

In conjunction with the Operations Manager, monitor and address faults pertaining to the efficient operation of plant and equipment servicing the sites.

In conjunction with the Operations Manager, actively participate in JLL’s Risk and Compliance programs and audits, preparing proactively and ensuring all action items identified during audits are promptly addressed and adhere to JLL incident reporting and escalation protocols.

Provide support in the coordination of any emergency breakdown rectification that has either a direct or indirect impact on normal building operations.

Assist with formulating contracts for maintenance and services and the tendering of such services.

Maintain site log books and relevant electronic records, and documents pertaining to the site and the provision of on-going maintenance on JLL platforms

Maintain contractor database

As directed by the Operations Manager, manage any operational issues, repairs and maintenance in accordance with agreed expenditure limits.

Oversee key and access card auditing programs, always ensuring the security of the buildings.

Key skills

Demonstrated knowledge of technical services, especially HVAC, BAS, Fire safety and electrical systems

Experience within the property industry – specifically building services and Facilities Management

An understanding of compliance and risk management requirements

Contractor management experience

Ability to deal with a variety of complex issues concurrently, within tight operational deadlines

Goal oriented and focused on meeting performance targets

Excellent client service including written and verbal communication skills

Ability to work well in a team environment

Sound computer skills including Microsoft suite of products

Tertiary qualifications in Facility Management or related field (desirable, not mandatory)
