About the role

Reporting to the Capability Partnering and Learning Systems Lead, the Training & Competence Specialist will play a key role in leading governance activities within WesCEF’s Competency Management System (CMS). This position is responsible for setting standards, ensuring quality and consistency in assessment practices, and enabling leaders and SMEs to build capability across the organisation. You will ensure competency frameworks and training solutions align with regulatory, business and safety requirements, while driving continuous improvement initiatives.

This is a highly influential role, partnering with stakeholders across Wesfarmers Chemicals, Energy and Fertilisers to support capability uplift and ensure our people have the skills, knowledge and confidence to work safely and effectively.

Key responsibilities

Provide expert advice on competency management, conducting learning needs analysis to enhance workforce capability, compliance, and operational readiness

Design, develop and deliver high-quality induction, safety, technical and compliance training, including engaging digital and blended learning solutions

Review, validate and moderate assessments to ensure consistency, quality, and integrity of competency outcomes

Maintain accurate learning system records and evidence to support compliance and audit readiness

Coach and mentor SMEs and assessors to strengthen internal training capability and uphold best practice standards

Evaluate training effectiveness through data and stakeholder feedback, driving continuous improvement across programs and systems

Collaborate across the Capability team, HR, HSE and operational teams to deliver aligned, business-focused learning outcomes

Manage external training providers to ensure quality delivery, cost-effectiveness, and alignment with business requirements

Develop and implement learning strategies that support current and future workforce capability across diverse operational environments

Ensure all training content aligns with adult learning principles, operational procedures, and relevant competency standards

Promote a strong safety culture by embedding safe work practices into training design and delivery

About You

Formal qualifications in a related discipline, with a Certificate IV in Training and Assessment highly regarded

Demonstrated experience in a similar role, ideally within operational environments such as manufacturing, production, or construction

Experience delivering safety-focused training (e.g. Confined Space Entry, Breathing Apparatus, Working at Heights) is advantageous

Solid capability in learning needs analysis and the design and delivery of effective adult learning solutions across multiple formats

Experience working with competency frameworks, learning management systems, and digital learning tools

Strong stakeholder engagement and relationship-building skills, with the ability to coach and influence others

Well-developed organisational skills, with the ability to manage competing priorities and deliver outcomes

Commitment to health, safety, and compliance, with a strong understanding of safe work practices

Clear and professional communication style, with a collaborative and customer-focused approach

Practical, solutions-oriented mindset with sound judgement and attention to detail

Resilient and adaptable, with the ability to operate effectively in a dynamic and evolving environment
