Azooa is preparing a response for RFQTS 17332 – SPEARTOOTH FIC Integrator and is seeking suitably qualified contractors with strong Defence capability, FIC integration, Integrated Logistic Support and Army / Special Operations delivery experience.

Work pattern: Up to 8 hours per day / 40 hours per week

Travel: Quarterly travel to Defence sites outside ACT may be required

Core Purpose

The role will support Special Operations Modernisation (SOMOD) with the planning and integration of Fundamental Inputs to Capability (FIC) for new capabilities being delivered to SOCOMD.

The contractor will work within the ADF Special Operations Program, supporting Project LAND 1508-1 Special Operations Capability Enhancements and Continuous Development.

Scope / Responsibilities

The successful contractor will be responsible for:

  • Planning and integrating FIC for new capabilities being delivered to SOCOMD.
  • Providing Integrated Logistic Support planning and advice.
  • Supporting broader operational and strategic logistics requirements for Defence capability integration.
  • Working with SOMOD, Delivery Group and Special Forces Group stakeholders.
  • Developing and managing Introduction Into Service activities, including:
  • Trials
  • Evaluations
  • Training
  • IIS planning
  • IIS documentation
  • Integrated Project Management Team
  • Program Steering Group
  • Governance forums
  • Providing project-specific FIC integration and ILS advice to SOMOD staff.
  • Supporting additional tasking as directed by the Commonwealth Representative.

Key Deliverables

Key deliverables include:

  • Planning and integration of FIC for new Special Operations capabilities.
  • ILS planning and advice aligned with Defence operational and strategic requirements.
  • Project documentation and reporting for program governance.
  • Planning and coordination of Introduction Into Service activities.
  • Development and maintenance of IIS documentation.
  • FIC and ILS advisory support to SOMOD staff.
  • Monthly status reporting covering deliverables, risks, issues, performance and progress.
  • Support for KRAs aligned to the RFQTS deliverables.

Mandatory / Essential Criteria

Candidates should be able to demonstrate:

  • Defence experience delivering capability, logistics, project or program services.
  • Experience with FIC planning and integration.
  • Integrated Logistic Support experience in Defence.
  • Understanding of Defence operational and strategic logistics requirements.
  • Experience supporting Introduction Into Service activities.
  • Experience preparing Defence project documentation and governance reporting.
  • Ability to work with Army, Delivery Group, Special Forces Group and broader Defence stakeholders.
  • Strong written and verbal communication.
  • Ability to work independently and as part of a team under broad supervision.
  • Current NV1 security clearance as a minimum.

Desirable Criteria

Highly desirable experience includes:

  • Current NV2 or PV clearance.
  • SOCOMD, Special Operations, Army or Integrated Force capability experience.
  • Experience with LAND 1508-1 or similar Defence capability enhancement programs.
  • Tactical, operational and strategic logistics planning experience.
  • Experience with Defence governance forums and capability lifecycle processes.
  • Experience supporting trials, evaluations, training and IIS documentation.
  • Experience working in Russell Offices or DSN-access environments.

Engagement Details

  • Location: Russell Offices, ACT
  • Routine DSN access required
  • Direct reporting environment: SOJ8 within the ADF Special Operations Program
  • Contract period: 13 July 2026 to 30 June 2027
  • Maximum billable hours: 8 hours per day / 40 hours per week
  • Defence Christmas stand-down applies unless otherwise directed
  • Monthly contract review meetings may be required
  • Quarterly Defence site travel outside ACT may be required

Clearance Requirements

Minimum required:

  • NV1 is essential

Highly desired:

  • NV2 or PV

The contractor must maintain the required clearance for the full engagement and comply with Defence security guidance, including reporting any security breaches immediately.

RFQTS Relevance

Rate Guidance

Maximum rate: $170/hour including super

Azooa recommended winning bid rate: approximately $144.50/hour including super

This is based on approximately 85% of the maximum rate.

Equivalent daily rate using an 8-hour day:

  • Maximum daily rate: $1,360/day including super
  • Azooa recommended daily rate: approximately $1,156/day including super

Competitiveness guidance:

  • Around $140–$145/hour including super: stronger chance of winning
  • Around $145–$155/hour including super: competitive if experience is well aligned
  • Above $155/hour including super: less competitive unless specialist Defence, Special Operations, FIC, ILS or higher clearance experience justifies it

Higher rates may still be considered where niche skills, clearance level or strong Defence domain fit outweigh rate.
