ICT Business Analyst (6 months + possible 6 month extension)

The Business Analyst is responsible for analysing business processes, identifying opportunities for improvement and translating business needs into clear and actionable requirements. Working across business and technical teams, the position will support the TAPES Program through requirements elicitation, process analysis, solution design, testing, implementation planning and stakeholder engagement to ensure successful delivery of program outcomes.
Duties / Responsibilities
Under limited direction of the Senior Director, you will:
- Provide business analysis, advice and support to achieve quality and timely delivery of the Traffic and Parking Enforcement Solutions (TAPES) Program.
- Lead the analysis of business processes, systems and workflows to identify improvement opportunities.
- Analyse client requirements and collaborate with business subject matter experts (SMEs) and technical specialists to support the design, build, test and deployment of fit-for-purpose solutions to business problems, including
- Support solution design, ensuring alignment to business requirements, program objectives and organisational standards.
- Conduct impact assessments, gap analyses and readiness assessments.
- Assist in developing test plans, reviewing test cases and validating solution functionality
- Elicit, validate and document business, functional and non-functional requirements using appropriate techniques (e.g. workshops, interviews and observation). Ensure all documentation complies with organisational governance, program and quality standards.
- Facilitate stakeholder engagement, ensuring clear communication between business areas and technical teams Contribute to positive engagement with a range of stakeholders across ACT Government directorates, business areas and external suppliers associated with the program.
- Contribute to continuous improvement initiatives across the organisation. Contribute to a multidisciplinary team by assuming responsibility for assigned tasks and outcomes and ensuring they are completed in a timely manner.
- Undertake other duties appropriate to this level of classification that contribute to the operations of the section and successful delivery of the TAPES Program.
- This position does not involve direct supervision of staff.
Selection Criteria (capabilities)
Provide concise evidence of your skills, knowledge and behaviours against the duties above and the ACTPS Shared Capability Framework.
- Proven experience in translating complex stakeholder needs into clear, actionable, and data-driven functional and technical specifications.
- Demonstrated experience in the development and documentation of user / customer stories, process mapping, information flow and analysis to identify business improvements for specifications to support digital capabilities
- Proven analytical skills, with the demonstrated ability to be solutions focused, identify and make sound judgements on sensitive and complex issues.
- Strong stakeholder management and communication skills with proven experience in the facilitation and development of business analysis artefacts with business and technical. This includes planning,
