Role Description
The Configuration Control and Publications Development Manager( 3-month contract role) is responsible for coordinating Technical Data Controls, Configuration Management and for Providing expert advice on Technical Publications Development and Delivery. The position is required to understand and adapt Configuration Controls, Data Management processes and Publications development within the Agile DevSecOps methodology adopted by the AIR6500 project, requiring an individual who is highly adaptable and forward leaning, with an aptitude for innovative, progressive thinking. The successful candidate must have excellent communication skills, with an understanding of change management being a desirable skill.
The position is required to work with CoA, our Strategic Partner and SRG stakeholders to:
- Maintain a Master Technical Data Index (MTDI).
- Provide detailed data management, technical, and professional advice in relation to complex work in support of Technical publications development and delivery, management of technical data, and configuration change and management
- Contribute to strategic level ILS planning to ensure the Strategic Partnership achieves the timely delivery of capability while ensuring Governance requirements are adhered to
- Work with the Strategic Partner to ensure the technical data requirements and management frameworks for the whole of system lifecycle are identified, and solutions established to acquire and sustain the capability; and
- Work within and maintain alignment to the AIR6500 series program through coordination with Engineering and Capability Integration leads. Primary responsibilities/functions and duties:
- Under EL1 ILSM direction, plan, develop and manage prioritised strategies to execute, and support technical and materiel data management activities to enable the project-specific product support management, integrated logistics support (ILS), support chain management, and engineering outcomes within the AIR6500 series program across the capability life cycle managed through One Defence Capability System.
- Provide technical data advice and guidance across the AIR6500 series program to ensure quality and compliance accountability with relevant legislative, policy, and regulatory frameworks.
- Provide expert advice on Technical Publications development and delivery, compliant with the S1000D and applicable Australian standards.
- Assess technical packages, reports and processes to provide recommendations for consideration within the AIR6500 series program. Ensure safety aspects of Defence capability are considered and incorporated into technical data, publications and associated plans and artefacts.
- Represent the AIR6500 series program at Technical Data Management specific, and other, meetings and reviews with industry and other external stakeholders, as required, including System Reviews and ILS and FIC working groups.
- Maintain an understanding of the evolving data management procedures and arrangements being implemented by the CASG functions (Engineering and Technical and Materiel Logistics) and the Defence ERP Program and advise the AIR6500 series program stakeholders on the necessary change management to maintain alignment with Defence where applicable to supporting Project Outcomes.
- Ensure technical data processes and requirements are captured within the development, delivery and implementation of strategies, plans and artefacts including, but not limited to, Support Concepts, Logistics Support Strategies, Integrated Logistics Support Plans, FIC Coordination Plans and Transition Plans.
- Apply technical knowledge to support the identification, analysis and interpretation of AIR6500 series program functional engineering and ILS risks relating to technical and materiel data management through the CASG risk management process.
- Effectively coordinate, communicate and collaborate with the ILS Team, FIC Coordination & Integration (FIC C&I) Team, Engineering, Project and Sustainment Teams, and Senior Leadership. Build and sustain positive relationships with all stakeholders including external to AIR6500 series program.
- Perform Commonwealth governance and oversight of the delivery and continual update of the Master Technical Data Index (MTDI)
Under direction from the AIR 6500 series program SoS ILSM / DDCI, the AIR6500-1 initial package of tasks include:
- Collaborate with the SP to improve integrated technical data management practices between the SP and the CoA.
- Work in close consultation with the ILSM and SP to ensure the timely delivery of technical data management products and publications that meet the projects and end-users requirements.
- Provide insight into the development and/or amendment of technical data artefacts through Program Increment (PI) Planning and execution;
- Provide Commonwealth approval of delivered/amended technical data artefacts within the scope of Technical Authority as delegated by the AIR 6500 Project Director and ILSM;
- Collaborate with all FIC representatives and the SP to ensure the inclusion of technical data management across the FIC.
- Report progress on technical data management to the AIR 6500-1 ILSM & PEM and Project Manager as required;
- Identify and manage program risks related to technical data presented through the development and delivery of the AIR6500-1 project.
- Expand remit to support the introduction of technical data management (with S1000D implementation) for the future Capability States Secondary Responsibilities:
- Contribute to the development and delivery of technical data management to meet Defence's Integrated Air and Missile Defence objectives;
- Develop the knowledge of other AIR 6500 ILS and Engineering team members regarding the JABMS and associated technical data management; knowledge of the JABMS technical data management solutions to project and Strategic Partner ILSMs and ILS team members.
The Program Technical Data Lead will have skills and experience developed in one or more of a broad range of employment areas:
- Experience in Defence CASG ML or E&T Program/Project roles,
- Experience in ADF/APS roles potentially within an aligned Capability Development or Program/Project Management area,
- Defence or parallel civilian engineering or product support disciplines, or
- Other relevant military or civilian leadership, executive or management roles. Prior roles will have allowed demonstrated success in technical data management and/or coordination of technical data personnel, teams and processes in complex and challenging environments. Prior experience would demonstrate an ability to rapidly assimilate and apply concepts within Defence
- Capability Systems acquisition and sustainment, including learning the 'Capability Life Cycle' as expressed in the One Defence Capability System, developing detailed knowledge of the structure of the ADF and the ILS, Engineering, and FIC requirements.
- The Program Technical Data Lead will apply proven aptitude and skills to rapidly learn to draft high quality Defence documentation including plans and concepts, pay attention to accuracy and detail, apply capability-centred data thinking, demonstrate initiative to work independently within the management structure, and perform to meet high standards. They will demonstrate solid analytical skills, strengths in critical thinking, be well organised and able to set realistic goals and schedules, identify and manage risks, issue and opportunities, communicate well in writing and in person, and be able to form strong respectful relationships with peers, subordinates, superiors and a broad stakeholder base.

- Experience in a similar role in data management, preferably in Defence or Defence Industry Desirable Criteria:
Qualifications:
- Tertiary qualifications in an appropriate field that meet the requirements of the Australian Qualifications Framework (AQF).
Other:
- NV2 security clearance (NV1 Min)
- Knowledge of S1000D international specification for technical publications.
- Knowledge of the Agile development and delivery methodology.
- Skills commensurate with skills specified in "Skills" description above.
Travel requirements:
- As required by the client to undertake the role.
