Primary objective

Lead and manage the delivery of Employment Services operations across the Northern Territory Public Sector, with accountability for

service performance, operational efficiency, workforce capability and continuous improvement to ensure accurate, timely and customer-

focused outcomes.

Context statement

Employment Services Operations are delivered to client agencies under a centralised service model. The Director Employment Services

Operations leads a large operational workforce to deliver payroll and employment services, with a focus on service performance,

operational efficiency, process optimisation and continuous improvement, including the effective use of systems and automation to

improve service outcomes.

Key duties and responsibilities

1. Provide leadership to the Employment Services management group to deliver high-volume payroll and employment services that are

accurate, timely, cost effective and aligned to agreed service standards.

2. Provide operational advice on payroll-related matters, supporting consistent and practical application across service delivery.

3. Lead and embed a culture of continuous improvement, driving process optimisation, standardisation and automation across

Employment Services.

4. Establish, monitor and actively manage service performance against agreed indicators, driving corrective action and continuous

improvement where required.

5. Lead and coordinate operational planning and budgeting to ensure resources, capability and service delivery outcomes are aligned to

demand and strategic priorities

6. Develop and implement workforce strategies to ensure the capability, capacity and sustainability of the Employment Services

workforce.

7. Oversee service delivery models, workflows and controls to ensure efficient, scalable and consistent operations across Employment

Services.

8. Establish and maintain effective working relationships with senior managers and stakeholders across Government.

Selection criteria

Essential

1. Extensive leadership experience managing large, high-volume operational teams, with a demonstrated ability to drive performance,

accountability and service outcomes.

2. Demonstrated ability to lead change and continuous improvement initiatives, including implementation of new processes, systems or

service delivery models.

3. Strong consultation, networking, and negotiation skills with the ability to quickly build effective relationships and influence senior

managers, unions, HR, clients, and stakeholders.

4. Strong understanding of systems and automation, with demonstrated experience leveraging technology to improve efficiency,

accuracy and service delivery outcomes.

5. Strong oral and written communication skills for conveying complex concepts clearly and professionally, including preparing concise

documentation with clear recommendations.

6. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest, respectful and

innovative.

Desirable

1. Qualifications in business, information technology, operations management or a related discipline, with experience in high-volume

service delivery or operational environments.

2. Demonstrated experience in process improvement, service optimisation or the implementation of systems and automation, with

exposure to payroll, human resources or financial operations.
