The opportunity
The Organisational Capability Lead shapes workforce capability, culture and performance at Hobsons Bay City Council. This role leads the design and delivery of organisational development strategies aligned to Council priorities and operating model, partnering with leaders and People & Culture to deliver practical, evidence-based programs that strengthen leadership and support a high-performing, collaborative organisation.
What You’ll Do
- Partner with senior leaders to identify capability needs aligned to Council strategy.
- Provide expert advice on organisational capability, leadership and culture.
- Design and deliver capability frameworks and initiatives that build workforce readiness.
- Identify capability gaps using data and insights to support workforce development.
- Lead initiatives that strengthen culture, engagement and organisational effectiveness.
- Collaborate across People & Culture to deliver integrated and impactful outcomes.
What You Need To Succeed
- Tertiary qualification in HR, Organisational Development, Psychology or similar
- Proven experience in organisational capability or development roles
- Background in leadership development, culture or workforce strategy
- Strong stakeholder engagement, consulting and influencing skills
- Ability to leverage data and insights to guide strategic outcomes
