Multiple Defence Sustainment & Transformation Roles – Navy Maritime Sustainment Transition

RFQTS: 17119 – NMP 2160 Phase 2 Maritime Sustainment Transition

Azooa is seeking expressions of interest from suitably qualified Defence contractors to support Navy’s NMP 2160 Phase 2 – Maritime Sustainment Transition program.

This engagement supports the implementation of Phase 1 recommendations across the Maritime Sustainment Enterprise, with a focus on improving sustainment governance, long-term planning, cost visibility, capability alignment, workforce and capacity planning, benefits realisation, and programmatic delivery.

The objective is to help Navy implement a contemporary sustainment management framework that enables Fleet to maintain capability and availability within available resources.

Roles we are seeking

1. Program & Product Management Services & Support – Level 4 Expert

Senior program leadership across transformation delivery, governance, stakeholder alignment, delivery strategy, benefits realisation, risk management, and implementation of Phase 2 outcomes.

This role suits candidates who have led complex Defence, Navy, Commonwealth, sustainment, transformation, or enterprise reform programs involving senior stakeholders and practical implementation outcomes.

Key responsibilities may include:

  • Leading or shaping the Phase 2 delivery approach
  • Supporting implementation of Phase 1 recommendations
  • Providing senior program leadership across multiple Lines of Effort
  • Supporting transformation governance and centralised taskforce arrangements
  • Supporting programmatic structures, escalation models, and trade-off decision processes
  • Supporting benefits realisation, performance measures, and delivery assurance
  • Managing stakeholder alignment across Navy, Defence, capability, finance, and sustainment groups
  • Supporting governance forums, tranche milestones, and senior decision-making

2. Program & Product Management / Process Definition & Improvement – Level 3

Program delivery, process definition, operating model improvement, governance uplift, implementation planning, reform artefact development, and stakeholder engagement.

Key responsibilities may include:

  • Supporting detailed design and implementation of sustainment reform activities
  • Developing process maps, operating model artefacts, implementation guidance, and governance documentation
  • Supporting decision rights, accountabilities, RACI structures, and escalation pathways
  • Contributing to tiered governance and Navy Sustainment Review Board uplift
  • Supporting transformation strategy, change enablement, and adoption planning
  • Facilitating workshops and coordinating stakeholder input
  • Producing practical artefacts that can be adopted within Defence delivery environments

3. Project Management / Project Schedule Management – Level 3

Project planning, scheduling, project controls, milestone tracking, reporting, risk and issue management, dependency management, and governance support.

Key responsibilities may include:

  • Developing and maintaining project schedules, delivery plans, and tranche-level work plans
  • Tracking milestones, dependencies, risks, issues, actions, and delivery progress
  • Supporting integrated planning across capability, risk, finance, workforce, capacity, and sustainment inputs
  • Preparing dashboards, governance packs, reporting material, and milestone evidence packs
  • Coordinating inputs across program, transformation, sustainment, capability, finance, and workforce stakeholders
  • Supporting planning cycles, governance forums, and milestone acceptance processes

4. Continuous Improvement Strategy & Facilitation / Capacity Planning – Level 3

Continuous improvement, facilitated design, capacity planning, demand/resource analysis, stakeholder workshops, and evidence-based planning.

Key responsibilities may include:

  • Supporting continuous improvement strategy and implementation planning
  • Facilitating workshops with Navy, Defence, finance, capability, and sustainment stakeholders
  • Supporting capacity planning, demand modelling, resource analysis, and planning inputs
  • Contributing to capability responsibility mapping and RACI development
  • Supporting alignment between capability, risk, finance, workforce, capacity, and sustainment planning
  • Developing data-informed insights to support decision-making
  • Supporting adoption of new governance, planning, escalation, and reporting frameworks

5. Workforce Intelligence / Capacity Planning – Level 2 Practitioner

Workforce data analysis, capacity planning support, reporting, documentation, stakeholder coordination, business analysis, and program support.

Key responsibilities may include:

  • Supporting workforce intelligence and capacity planning activities
  • Assisting with demand and resource data analysis
  • Maintaining workforce, stakeholder, planning, delivery, and reporting artefacts
  • Supporting action tracking, meeting outputs, reporting packs, and governance preparation
  • Assisting with stakeholder input collation, evidence packs, and milestone documentation
  • Supporting project coordination, delivery administration, and change adoption activities

6. Level 2 Surge Support

Additional Level 2 support may be required during peak work periods, including documentation, analysis, coordination, reporting, scheduling support, stakeholder engagement support, action tracking, and delivery administration.

Essential experience

Candidates should bring experience in one or more of:

  • Defence, Navy, maritime sustainment, Commonwealth, or asset-intensive environments
  • Program and product management
  • Project management, project controls, or scheduling
  • Process definition and improvement
  • Continuous improvement and workshop facilitation
  • Capacity planning, workforce intelligence, workforce planning, or resource planning
  • Sustainment governance, operating model uplift, transformation delivery, or benefits realisation
  • Complex multi-stakeholder delivery across Defence, finance, capability, and sustainment groups

Desirable experience

Highly regarded experience includes:

  • Navy or maritime sustainment experience
  • Defence sustainment, CASG, Fleet availability, asset management, or capability sustainment
  • Product Schedules or Material Acquisition Agreements
  • Defence capability management or senior governance forums
  • Integrated planning across capability, risk, finance, workforce, capacity, and sustainment
  • Defence Protected Environment, DPN, DREAMS, or Defence governance processes
  • Active or recently held NV1 or higher clearance

Engagement details

  • Location: Russell Offices, Canberra ACT
  • Commencement: 14 September 2026
  • Initial term: To 10 September 2027
  • Extension option: One 6-month extension option
  • Clearance: Minimum NV1 required
  • Working model: Outcomes / deliverables-based, aligned to tranche milestones
  • Indicative effort: Level 4, Level 3 and Level 2 roles may be part-time depending on final delivery model

Rate guidance

Azooa candidate maximum rates including super:

  • Level 4 Expert roles: up to $170/hour including super
  • Level 3 Advanced Practitioner roles: under $160/hour including super
  • Level 2 Practitioner roles: under $125/hour including super

Higher rates may still be considered where niche Navy sustainment, Defence transformation, program governance, scheduling, capacity planning, workforce intelligence, reform delivery, or active clearance experience strongly supports the submission.
