Primary objective

Provide high level, proactive and timely advice, to support the management of the agency’s own ICT contracting procurement, contract

management and stakeholder engagement activities, including tender preparation, business case development and industry consultation.

Context statement

The agency provides ICT hardware and software services to client agencies to meet business requirements through a complex set of

arrangements both outsourced and internal to government, this includes end user services such as the ICT Service Centre, End User

Computing, Network Management, Voice and Telecommunications including internet.

Key duties and responsibilities

1. Provide support and manage procurement projects and deliverables in high-value and high-risk contexts, including strategy

development, planning, specification development and tender evaluation.

2. Identify and manage the strategic issues in the supply chain, procurement and contracts activities and provide high level advice to

agency Digital leads.

3. Research, analyse, evaluate options and make recommendations around supply and contracting issues, and establish and maintain

effective reporting and governance frameworks and systems.

4. Prepare written plans, technical documents, and user guidance materials in support of procurements such as option papers,

specifications, procurement management plans and high-level correspondence and reports for executive management.

5. Conduct reviews of procurement and contract management to identify compliance issues and provide advice to continually improve

and strengthen contract outcomes, particularly in regards to Cyber Security.

6. Lead and mentor others, develop and maintain productive working relationships with colleagues and stakeholders, and role model a

high standard of integrity, confidentiality and professionalism.

Selection criteria

Essential

1. Strong knowledge and experience in tender preparations and managing complex contracts.

2. Proven commercial acumen with a demonstrated ability to be able to think strategically and provide procurement and contract advice.

3. Demonstrated strong research and analytical skills and business understanding to realise and support business efficiencies, identify

risks, opportunities and improvement through data analysis.

4. Well organised, able to multi-task, manage competing priorities and guide others through high demand periods, with a proven record

of achieving milestones and results in agreed timeframes.

5. Demonstrated strong interpersonal and communication skills to enable effective consultation, networking and negotiation with a range

of internal and external stakeholders and ability to communicate complex concepts in a succinct and understandable way.

6. High level of self-management with proven ability to exercise sound judgement, maintain strict confidentiality and display integrity

and discretion.

7. Professional work ethic aligned to DCDD’s principles of commitment to service, innovation, ethical practice, accountability, impartiality,

diversity and respect.

Desirable

1. Formal university or VET qualifications in law, procurement, business or a similar discipline.

2. Understanding of contemporary Cyber Security practices and related legislation.
