Primary objective

Provide specialist procurement and contract management advice, assistance and training to key stakeholders and end-to-end management

of a suite of ICT procurement and contract management activities, including the preparation of tender and contract documents and the

provision of efficient business administration support to the Contract Management team.

Context statement

The agency provides ICT hardware and software services to client agencies to meet business requirements through a complex set of

arrangements both outsourced and internal to government, this includes end user services such as the ICT Service Centre, End User

Computing, Network Management, Voice and Telecommunications including internet.

Key duties and responsibilities

1. Provide quality procurement and contract management services that advice, reporting, procurement, contract management and a

high level secretariat support services to relevant committees and working parties including the preparation of agendas, minute taking

and distribution, monitoring and tracking of activities.

2. Undertake a range of procurement and contract management activities and negotiations through the application of specialised

procurement knowledge.

3. Develop and maintain effective working relationships with internal and external agency and industry stakeholders.

4. Work collaboratively with other teams to ensure a coordinated and customer-focused approach to services e.g. billing and to assist

to develop materials that to guide them through procurement processes

5. Actively participate as a full member of the Division contributing innovative ideas and solutions to all aspects of business

6. Responsible for accurate advice and appropriate management of contracts of low to medium value/low to medium risk, encompassing

the monitoring contracts, renewals, cost adjustments and variations.

Selection criteria

Essential

1. Well-developed interpersonal, communication, negotiation and facilitation skills, including the ability to interact effectively with

people from diverse cultures and to have a customer focus and engage with senior stakeholders, businesses and industry

2. Demonstrated ability in legislation interpretation and application to meet required compliance standards

3. Demonstrated capacity to work in professional teams in an organisation that values participation as a key to achieving business

objectives.

4. Ability to negotiate and establish partnership relations with the external providers and key stakeholders in other government agencies

and organisations.

5. Well-developed knowledge of contemporary practices in contract management including resolution of issues and commercial

sensitivities in order to ensure good business outcomes

6. Professional work ethic aligned to DCDD’s principles of commitment to service, innovation, ethical practice, accountability,

impartiality, diversity and respect.

Desirable

1. Formal university or VET qualifications in law, procurement, business or a similar discipline.

2. Understanding of contemporary Cyber Security practices and related legislation.
