Primary objective

Lead and deliver high-priority organisational reform, workforce and projects that improve capability, culture and strategic

alignment, while driving measurable cost savings, efficiency gains and operational performance across the Department of Tourism

and Hospitality.

Context statement

The role provides a single point of accountability for the department’s workforce strategy, organisational design and people

performance, enabling the successful delivery of high-priority organisational reform, workforce and projects. It underpins improved

capability, culture and strategic alignment, while driving measurable cost savings, efficiency gains and enhanced operational

performance.

Key duties and responsibilities

1. Lead the development and implementation of a department-wide strategic workforce plan, including coordination of inputs to

the department’s strategic plan, annual report, Legislation briefs, and Estimates.

2. Support and coordinate organisational design and review activities, including the establishment of new positions, position

evaluations, classification processes, and the management of Job Evaluation System (JES) assessments.

3. Oversee and coordinate workforce capability initiatives, including professional development, succession planning, Early

Careers programs, and recognition and reward frameworks to strengthen organisational capability and culture.

4. Provide high-level secretariat and strategic support to the Strategic HR Management Committee, including reporting,

governance and alignment with Executive Leadership Board priorities.

5. Identify and drive workforce-related cost reduction and efficiency opportunities across workforce, asset utilisation, and

broader organisational and operational functions.

6. Develop and implement strategies to improve compliance with mandatory training requirements and myPerformance staff

agreements, strengthening accountability and performance outcomes across the Department.

Selection criteria

Essential

1. Demonstrated knowledge of workforce and organisational policies and proven experience applying best-practice personnel,

human resources and workforce development processes to manage and coordinate departmental functions.

2. Highly developed written communication and report writing skills, including the ability to analyse, prepare and edit a wide

range of correspondence and reports with a high level of attention to detail.

3. Develop and maintain effective collaborative partnerships with a range of internal and external stakeholders to capitalise on

expertise and build capacity.

4. High level of strategic, analytical, conceptual, and problem solving skills including the ability to conceptualise and resolve

problems, and report on complex issues of a sensitive nature.

5. Highly developed organisational and time management skills with the capacity to effectively manage several projects and

deadlines with an ability to rapidly adapt to change.

6. Demonstrated program and project planning to independently lead and develop opportunities that enable collaborative

8. Knowledge of financial, budget, human resources, information management and administrative processes to identify cost

savings and productivity improvements across workforce, assets and organisational and operational areas.

1. Experience with organisation structures and codes, mandatory training requirements, performance plans, learning and

development systems (online) and software programs including records management and Microsoft applications
