Program Manager (HCM)

We are seeking an experienced Head of Program Delivery (HCMS) to lead the successful delivery of a large-scale Human Capital Management System (HCMS) and Payroll Transformation Program.

In this critical leadership role, you will be accountable for driving delivery across multiple workstreams, ensuring alignment to strategic objectives, and achieving agreed program outcomes, milestones, budgets, and benefits. You will lead Senior Project Managers and delivery teams while providing executive-level oversight, governance, and reporting.

Key Responsibilities

• Lead the delivery of a complex HCMS and payroll transformation program.
• Oversee multiple workstreams, ensuring delivery against scope, schedule, budget, quality, and benefits targets.
• Establish and maintain robust governance, risk, issue, and reporting frameworks.
• Provide strategic advice, delivery forecasts, and recommendations to senior executives.
• Lead and mentor Senior Project Managers and cross-functional delivery teams.
• Drive collaboration across business, HR, payroll, technology, and vendor stakeholders.

About You

• Extensive experience leading large-scale HCMS, HRIS, or payroll transformation programs.
• Strong expertise in SAP SuccessFactors and cloud-based HR solutions.
• Deep understanding of payroll operations, legislative compliance, awards, EBAs, leave, entitlements, payroll testing, and parallel pay runs.
• Proven ability to manage program governance, budgets, risks, and executive reporting.
• Exceptional stakeholder engagement skills, with experience influencing executive leadership teams.
• Experience delivering within government or highly regulated environments is highly regarded.

Preferred Certifications

• PRINCE2, PMP, or equivalent Project Management certification.
• SAP SuccessFactors or related HRIS certification.
