Policy Manager - Advocacy

About the role
Reporting to the General Manager – Infrastructure Investment & Government Engagement, you will play a key role in advancing ARA's policy and advocacy priorities.
Rail investment advocacy
Support the development and delivery of advocacy campaigns that build support for major rail infrastructure and investment priorities across Australia and New Zealand.
This includes:
- Developing submissions, briefing materials and advocacy resources
- Engaging with government, industry and community stakeholders
- Supporting stakeholder events, meetings and roundtables
- Conducting research and analysis to strengthen advocacy positions
- Working with communications specialists to deliver compelling advocacy campaigns.
Accessibility leadership
Help drive better accessibility outcomes across the rail sector by:
- Leading and providing secretarial support to the ARA Accessibility Committee, a national group of passenger rail accessibility specialists
- Engaging with government agencies, industry stakeholders and the Australian Human Rights Commission
- Contributing to policy development and submissions
- Monitoring emerging accessibility issues and regulatory developments
- Supporting practical industry-led solutions that improve passenger outcomes.
Policy and advocacy support
As part of the ARA's eight-person Policy Team, you will:
- Monitor political, policy and media developments
- Identify opportunities for ARA members to influence government decision-making
- Prepare policy briefings and stakeholder advice
- Support project delivery, reporting and team coordination
- Contribute to continuous improvement across the Policy Team
- And other duties as required.
Depending on organisational requirements, the role may also support ARA's sustainability portfolio, including decarbonisation, climate resilience and broader environmental policy initiatives.
About you
We're looking for someone who combines strong policy skills with a passion for advocacy and stakeholder engagement.
You will bring:
- At least five years' experience in policy, public affairs, advocacy, campaigns or a related field
- Strong understanding of government, parliamentary and policy processes
- Excellent written communication skills and the ability to translate complex issues into clear, persuasive messages
- Exceptional research and analytical capability
- Experience working with diverse stakeholders and building productive relationships
- Strong organisational skills and the ability to manage multiple priorities
- A collaborative approach and a willingness to contribute across a busy team environment
- Relevant tertiary qualifications in public policy, politics, communications, law, social sciences, arts or a related discipline
