Palliative Care South East (PCSE) provides specialist community-based care for people living at home with a life-limiting illness. We operate across Casey, Greater Dandenong, Cardinia, and Kingston in metropolitan Melbourne's south east. Our mission is to deliver comprehensive, collaborative, integrated care and specialist support, bringing people and services together to increase access to high-quality end-of-life care.
About the role
This is a senior executive role reporting directly to the CEO, with accountability for quality and safety governance, strategic innovation, external education, research, data capability, and partnership development across the health, aged care, disability, and community sectors.
The General Manager Service Development & Partnerships holds a pivotal position in PCSE's Executive Team, working in close partnership with the General Manager Clinical Services and General Manager Corporate Services to translate strategy into sustainable, operationally viable services.
This is a fixed-term, full-time (1.0 FTE) position (negotiable FTE but on site in Narre Warren Vic)
Key responsibilities
- Lead clinical governance, quality systems, and accreditation, ensuring consistently safe and person-centred care
- Maintain a robust risk management framework with quarterly reporting to the Board
- Drive service innovation and new models of care, with at least one pilot initiative implemented each year
- Design, deliver, and grow an external education program as a sustainable revenue stream and vehicle for sector capacity building
- Lead research partnerships and grant applications, securing at least one new collaboration or funding agreement annually
- Oversee data and analytics systems to support evidence-informed decision-making
- Develop and sustain strategic partnerships across health, aged care, disability, education, and community sectors
- Provide executive leadership to a multidisciplinary team including an Innovation and Development Officer, Quality and Risk Coordinator, Research Consultant, Education Coordinator, and Community Liaison Officer
- Represent PCSE in sector forums, advocacy activities, and stakeholder engagements
What you'll bring
Essential qualifications and experience:
- Tertiary qualification in health, project management, or a related field
- Senior leadership experience in health, aged care, or palliative care
- Proven track record in quality, safety, and risk management systems
- Demonstrated experience in strategy development, innovation, and service redesign
- Experience in research governance, health data management, and analytics
- Experience developing and managing research partnerships, grants, and project evaluations
Essential skills and capabilities:
- Exceptional leadership and stakeholder engagement skills
- Strong analytical capability with the ability to translate findings into actionable insights
- Excellent project management and change leadership skills with demonstrable outcomes
- High-level written and verbal communication, including report writing and presenting to boards and sector audiences
- Understanding of community-based palliative care principles and best practice
- Ability to mentor and develop others, fostering a high-performing and collaborative team culture
Other requirements
- National Criminal Record Check and Working with Children Check prior to commencement
- Current full Victorian driver's licence
- Compliance with vaccination requirements
- Completion of mandatory and role-specific training
