Primary objective

Drawing on in-depth professional recruitment expertise, lead a small team and deliver client-focussed workforce attraction strategies and

recruitment services to Northern Territory Public Sector agencies and employees, in partnership with the Director Specialised Recruitment.

Context statement

Workforce Services are delivered to client agencies under a centralised services model across a geographically and culturally diverse

environment. Situated within Workforce Services, the Specialised Recruitment team provides specialist advice and support to clients on

best practice candidate attraction, engagement and hiring of high-quality applicants by recommending recruitment plans, sourcing

strategies and advertising content to engage applicants for hard to recruit, high demand and critical positions.

Key duties and responsibilities

1. Develop and maintain effective partnerships with client agency decision makers and managers to gain an understanding of their

workforce needs, and assist with the development, implementation, and review of workforce services practices.

2. Provide expert advice, coaching and mentoring to NTPS agencies and employees to enable prompt and effective identification of

emerging workforce issues and lead the development of recruitment solutions, strategies and programs to mitigate or resolve

workforce challenges.

3. Lead, manage and coach a team and effectively drive the delivery of high-quality client focused recruitment services.

4. Lead a range of strategic HR projects that support consistent Workforce Services delivery across the NTPS.

5. Apply high level influencing and representational skills to ensure compliance with employment legislation, agency policies and

delegations and contribute to the development and implementation of continuous improvement in workforce relations services and

human resource management practices at a whole of sector level.

Selection criteria

Essential

1. Substantial experience operating as a senior HR professional providing strategic and operational recruitment advice and

recommendations to senior management, stakeholders and other clients.

2. Excellent knowledge relating to the methodology, systems and processes across recruitment and an understanding of contemporary

workforce trends, strategic sourcing and best practice approaches in recruitment.

3. Demonstrated ability to successfully lead, manage and encourage teams with diverse skill levels to perform to a high standard.

4. High level oral and written communication skills, reinforced by demonstrated client liaison, influencing, and mediation skills to

communicate effectively across diverse audiences and levels.

5. Highly developed strategic, conceptual, analytical skills, including the ability to interpret and apply employment legislation.

6. Outstanding conceptual, problem solving and negotiation skills, with the capability to exercise sound judgement and anticipate future

consequences and trends accurately.

7. Demonstrated work ethic and attitude which emulates DCDD values of Commitment to service, Innovation, Ethical practice,

Accountability, Impartiality, Diversity and Respect.

Desirable

1. Extensive knowledge of the Public Sector Employment and Management Act, the NTPS recruitment and selection processes or similar

and HR Management systems.

2. Relevant tertiary qualifications in human resources or a related field.
