Primary objective

You will deliver a high-level ministerial liaison and secretariat service for the NT Fire and Emergency Services, including the effective and

timely flow of high-quality information and communication between the department and the Minister’s office, Cabinet office and other

government departments. You will provide support and back-up to the Director Secretariat position, and the role may involve supervision

of junior team positions in the future.

Context statement

The Secretariat Unit coordinates ministerial liaison and secretariat services for the department, serving as the link with the Office of the

Minister for Fire and Emergency Services. The Unit, comprised of the Director Secretariat and Senior Secretariat Officer, is responsible

for recording, allocating, coordinating, monitoring, and maintaining quality control of all ministerial, whole-of-government, Cabinet and

ministerial council advice and documentation. The Unit delivers agency-wide advice and training on preparing, handling and procedures

for ministerial, Cabinet and parliamentary documentation.

Key duties and responsibilities

1. Provide a high quality and timely secretariat support to the agency, including coordination and preparation of ministerial briefs, letters

and advice, Cabinet papers, Cabinet decision implementation and Boards and Committees reports, Legislative Assembly and Estimates

Committee briefs and agency responses to other agency requests.

2. Provide high-level advice and assist with training departmental staff in the preparation of quality ministerial, Cabinet and agency

correspondence, ensuring high standards are met.

3. Maintain effective relationships with departmental staff, the Minister’s offices, Cabinet Office, and other government departments

to strengthen input and meet reporting obligations.

4. Undertake quality assurance and finalisation of ministerial, Cabinet and executive documentation, ensuring accuracy of content,

references, figures, attachments and compliance with required protocols and timeframes.

5. Work collaboratively to identify obstacles in systems, processes and competencies that may inhibit the department in achieving its

objectives and timelines and develop practical solutions to resolve these issues.

6. Contribute to development of guidelines and systems that underpin delivery of effective secretariat services.

Selection criteria

Essential

1. Demonstrated experience in a secretariat or similar role, including a strong understanding of parliamentary, Cabinet, government and

legislative processes and protocols, and experience providing advice on related procedural matters.

2. Demonstrated leadership skills, including ability to be proactive and work positively and enthusiastically to drive outcomes.

3. Well-developed interpersonal and negotiation skills, with the ability to build and maintain effective networks and negotiate with

influence to support the achievement of organisational and government priorities.

4. Highly developed interpersonal, written, and verbal communication skills to influence and negotiate successful outcomes.

5. High-level organisational and time management skills, with demonstrated ability to work independently under pressure, prioritise

competing demands, and meet tight deadlines in a high-pressure, process driven environment.

6. Proven ability to take a proactive and strategic approach to complex and varied issues — analysing situations, identifying risks, problem

solving and finding effective solutions.

7. High-level political acumen and experience in dealing appropriately with matters of a confidential and sensitive nature.

1. Willingness to work extended hours if required.

2. Experience in the public sector system.
