Greater Shepparton City Council, situated in the heart of the Goulburn Valley, is the fifth largest provincial centre in Victoria and has a well-developed economy due to its strong agricultural and irrigation base, with major industries related to food processing, manufacturing, transport and health care. The Goulburn Valley is often referred to as 'The Food Bowl of Australia' as around 25% of the total value of Victoria's agricultural production is generated in this area.
Greater Shepparton has a population of approximately 69,000 and is culturally rich with 17.4% of residents being born overseas. The area has excellent education, recreation, cultural, social and health facilities and tourism is a developing focus for the region.
Team Leader - Rates and Revenue
Salary: $118,783.60 per annum

Greater Shepparton City Council is seeking a Team Leader - Rates and Revenue. This is a key leadership position responsible for overseeing the delivery of Council’s rates, property, valuation and revenue services.
In this role, you will lead and support a small team, provide great customer service, ensure compliance with legislative requirements and drive continuous improvement across the functions.
Key responsibilities include:
- Lead, coach and develop the Rates and Revenue team
- Oversee rating, revenue collection and debtor management
- Ensure compliance with relevant legislation and Council policies
- Drive process improvements and enhance customer experience outcomes
- Provide high quality revenue modelling and advice on rate related matters
- Prepare budgets, reports and statutory disclosures
- Deliver a high level of customer service
This position requires:
- Experience in rates, revenue, debt collection or a related field
- Proven leadership capability
- Strong understanding of relevant legislation
- Excellent communication and stakeholder management skills
- Analytical thinking and experience preparing reports and strategies
- A proactive mindset with a focus on continuous improvement
