Azooa is preparing a response for RFx28759 and is seeking a suitably qualified Technical Data Manager – Marine Engineering contractor to support the Civil Maritime Capability Division / Civil Maritime Sustainment Branch.
This is a specialist contractor opportunity for someone with strong experience in technical data management, configuration control, maritime sustainment documentation, engineering records, vessel drawings, audit readiness, maintenance documentation and regulatory compliance.
The role sits within the Fleet and Marine Engineering Section, which is responsible for engineering, legislative and safety assurance across the Australian Border Force maritime fleet. The section oversees the technical performance, maintenance and configuration management of approximately 50 vessels and supports compliance with the ABF Safety Management System, Australian Maritime Safety Authority requirements, the IMO ISM Code and other maritime regulatory obligations.
This position will play an important role in ensuring vessel technical data is accurate, current, controlled, accessible and aligned with sustainment, certification, maintenance and operational readiness requirements.

About the Environment
The Civil Maritime Sustainment Branch supports maritime and aerial surveillance and patrol capabilities across Australia’s Exclusive Economic Zone. This includes sustainment and operational support for Australian Border Force vessels that conduct strategic patrols, tactical surveillance and on-water law enforcement operations.
The broader branch environment includes maritime sustainment, contracted surveillance, satellite and sensor systems, logistics support and high-tempo operational support functions. The work is complex, regulated and operationally important.
The Fleet and Marine Engineering Section provides engineering, legislative and safety assurance for ABF maritime assets. It supports fleet readiness by maintaining engineering documentation, compliance records, technical data, configuration information and sustainment inputs that enable safe and effective vessel operations.
About the Role
The Technical Data Manager – Marine Engineering will be responsible for the management, accuracy and accessibility of technical data for ABF vessels.
The successful contractor will support configuration control, engineering documentation management, vessel drawing control, maintenance documentation, sustainment planning and audit readiness. The role will help ensure technical data supports ABF’s regulatory, safety, sustainment and operational obligations.

Core Purpose
The core purpose of the role is to ensure ABF vessel technical data is accurate, controlled, available and fit for purpose.
The position supports engineering assurance and operational readiness by ensuring technical documentation, vessel drawings, engineering records, configuration data and sustainment documentation are properly managed and aligned with maintenance, certification and compliance requirements.
The contractor will help ensure the Fleet and Marine Engineering Section can access reliable technical information to support decisions, audits, maintenance planning, engineering changes, vessel modifications and sustainment outcomes.
Key Responsibilities
The Technical Data Manager – Marine Engineering will be responsible for activities including:
Acting as Configuration Manager for vessel drawings, engineering documentation and critical item registers.
Ensuring technical data is consolidated, accurate, accessible and aligned with ABF sustainment requirements.
Maintaining configuration management systems and ensuring engineering changes, vessel modifications and updates are accurately recorded.
Supporting DLM10 preparation by aligning documentation with vessel maintenance schedules, spare part requirements and compliance standards.
Supporting compliance with ABF’s Marine Safety Management System and ISM Code obligations.
Ensuring document control practices support audit readiness, regulatory assurance and sustainment planning.
Providing direct support to In-Service Support teams and vessel crews by supplying up-to-date technical records.
Supporting maintenance, certification and sustainment planning through accurate and accessible engineering documentation.
Collaborating with engineering teams, contractors, surveyors and other stakeholders to ensure technical data supports operational readiness.
Maintaining engineering records that support vessel maintenance, configuration control, certification and compliance obligations.
Ensuring documentation is suitable for use in maintenance, audits, sustainment decisions and engineering assurance activities.

Mandatory / Essential Criteria
Ability to possess, obtain and maintain an NV1 security clearance.
Ability to obtain and maintain an Employment Suitability Clearance.
Strong experience in technical data management and configuration control.
Knowledge of maritime sustainment documentation.
Experience managing or supporting vessel drawings and engineering records.
Ability to ensure compliance with regulatory and sustainment documentation standards.
Expertise in engineering records, maintenance documentation and audit readiness.
Strong attention to detail and ability to maintain accurate, controlled and accessible technical information.

Desirable Experience
Engineering or technical data management qualifications.
Familiarity with DLM10 programs.

Rate Guidance
Maximum rate: Up to
$160/hour including super
Azooa recommended winning range: $135–$150/hour including super
Lower end: stronger chance of winning
Mid-range: competitive
Higher end: less competitive unless specialist experience justifies it
Higher rates may still be considered where niche skills, current clearance, maritime documentation expertise, configuration control capability, audit readiness experience, Defence / ABF background or strong domain fit outweigh rate.
