- The Intelligence Analyst drives collection and collation of information to develop robust analysis, producing a range of tactical and operational intelligence outputs to support the safe and effective operations carried out by Tobacco Licensing Victoria.
- Maintain collaborative relationships with key internal and external stakeholders across all levels to ensure ongoing co-operation and information sharing to achieve TLV objectives
- Utilise information systems and analytical software to ensure effective collection, analysis and reporting of intelligence
- Produce a range of intelligence outputs to support tactical and operational decision-making
The Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system. Located in the Justice Services and Regulation (JSR) group, Tobacco Licensing Victoria has been established to deliver the Government's commitment to implement a tobacco regulation and business licensing scheme.
Following the passage of the Tobacco Amendment (Tobacco Retailer and Wholesaler Licensing Scheme) Act (Act) in November 2024, Victoria now has a tobacco business licensing scheme and regulator to strengthen tobacco regulation.
Reporting to the Manager, Intelligence and Reporting, the Intelligence Analyst will support the implementation of an intelligence capability for the effective collection, analysis, and dissemination of information and intelligence to inform key decision-makers and support the tobacco licensing scheme and regulator.
The Opportunity
- Fixed term, full-time position until 30 June 2028 based in Melbourne.
- VPS Grade 4 role: $100,894 - $114,476 per year plus superannuation.
- Produce robust intelligence analysis utilising a range of information systems, analytical software and intelligence sources to identify trends, threats, and emerging issues to support regulatory compliance operations and projects.
- Deliver a range of intelligence outputs including intelligence briefs and verbal briefings to support tactical, operational, and strategic decision-making.
- Manage information collection and handling within guidelines and relevant legislation, develop and maintain intelligence databases, ensuring data integrity and security.
- Maintain and leverage relationships with key stakeholders and partners.
- Support the ongoing development of intelligence capability to support TLV outcomes.
- Initiate and maintain effective relationships with internal stakeholders to ensure products and services are timely, accurate, relevant and actionable.
- Model a positive work culture that promotes the VPS values, is supportive of innovation, and respects diversity.
- Other duties as required.
Possess contemporary knowledge related to the collection, collation, evaluation, analysis and controlled dissemination of information in respect to complex regulatory functions and operations.
- Have experience working in law enforcement or regulatory operations and/or relevant experience in an intelligence or law enforcement environment.
- Demonstrated high level verbal and written skills in analytical writing and briefings.
