About the role

We are seeking a forward-thinking and experienced Cloud Services Manager to lead the delivery, governance, and assurance of enterprise cloud services. In this critical role, you will partner closely with the Strategy & Architecture team to ensure that strategic cloud patterns and principles are effectively translated into operational outcomes. You will play a key part in shaping a cohesive, scalable cloud environment that aligns with organisational priorities while supporting innovation and business agility.

Operating within a cloud capability that is still evolving, you will drive the uplift of team skills and the adoption of modern engineering practices such as Infrastructure-as-Code (IaC) and DevSecOps. You will establish robust governance, assurance, and monitoring frameworks, along with Cloud FinOps practices to optimise usage, manage costs, and strengthen financial accountability.

Key responsibilities of this role are:

  • Apply best practices in cloud operations, assurance, and governance to uplift the NHVR’s cloud capabilities.
  • Track and drive the implementation of modernised cloud guardrails, automation, and monitoring frameworks to enhance governance and reduce operational risks.
  • Accountable for embedding security-first principles (e.g., DevSecOps, data sovereignty compliance) into cloud service delivery.
  • Provide leadership and technical guidance to develop team capabilities in Infrastructure-as-Code (IaC), cloud monitoring, and DevOps tooling.
  • Identify and report risks associated with unmanaged cloud resources, including compliance gaps or vulnerabilities, and propose mitigations.
  • Partnering with the IT Service Management and Service Desk Provider, prepare and deliver performance reports, highlighting SLA/OLA compliance, incident resolution trends, and opportunities for improvement.
  • Define clear accountabilities, governance structures, and reporting mechanisms across all providers to ensure seamless end-to-end service delivery.
  • Facilitate collaboration between service providers to resolve incidents, manage dependencies, and drive consistent service outcomes.

About You

To be successful in this role you will ideally be tertiary qualified holding a Bachelor’s degree in Information Technology, or a related field (equivalent industry experience may also be considered) and have demonstrated experience managing and operating large-scale cloud environments (AWS, Azure, or multi-cloud), delivering secure, scalable, and compliant cloud services in alignment with strategic goals.

You are a proven people manager with demonstrated experience building, leading, and developing technical teams, with a track record of lifting team capability and creating high-performance cultures.

The D&T team is currently in a period of significant transition and capability uplift. You will be comfortable leading in an environment where not everything is defined, processes are still maturing, and priorities can shift. You bring the ability to create clarity and direction for your team without waiting for perfect conditions, and you understand that building something better while keeping the lights on requires both patience and pragmatism.

Your toolkit for success:

  • Demonstrated extensive experience in managing and uplifting cloud environments in AWS and Azure, particularly in settings where cloud governance and operational DevOps maturity is low.
  • Proven success in designing and implementing governance structures for cloud services, including guardrails, monitoring frameworks, and operational processes.
  • Extensive hands-on expertise in Infrastructure-as-Code (IaC) using tools such as Terraform, plus automation experience in CI/CD pipelines.
  • Demonstrated ability to lead capability uplift programs for teams with limited current expertise by developing training plans, mentoring staff, and gradually introducing advanced cloud practices (e.g., automation, DevSecOps).
  • In-depth knowledge of modern cloud security principles and tools, including identity and access management (IAM), data protection, and vulnerability management.
  • Experience embedding monitoring and observability solutions using tools such as AWS CloudWatch, Azure Monitor, or similar platforms to ensure end-to-end system health visibility.
  • Strong leadership and collaboration skills, with a proven ability to drive cross-functional alignment across DevOps, Infrastructure, Strategy and Architecture, and Cyber Security operations.

Ideally you will have:

  • Cloud platform certifications, such as AWS Certified Solutions Architect, Azure Administrator Associate, or equivalent certifications, demonstrating expertise in cloud technology and design.
  • ITIL Foundation Certification (v3 or v4), illustrating a solid understanding of service management and its application in managing cloud operations.
