Primary objective
Provide expert advice and high-quality contract administration and management services to the Director Strategic Business and
Operations, contract managers across the agency and external stakeholders to ensure that value for money is realised, that risks are
appropriately managed and that statutory regulations are adhered to.
Key duties and responsibilities
1. Develop high-quality procurement, tender and contract documentation and lead whole-of-agency and cross-agency contracting
including preparing scopes and business cases for complex procurement.
2. Conduct and monitor agency contract management activities to ensure contracts are delivered on time, to expected quality standards
and scope.
3. Assist agency contract managers and stakeholders with the preparation of high-quality contract documents, evaluation processes and
management plans
4. Undertake education and awareness activities including design, development and delivery of procurement and contract management
training across the agency and provide timely, practical guidance and support to stakeholders on procurements in progress.
5. Undertake a broad range of management, administration, quality assurance and reporting tasks to ensure compliance and governance
requirements.
6. Build and maintain effective relationships with agency staff, contractors and suppliers that drive contract uptake, continuous
improvement, value optimisation and informed decision-making.
Selection criteria
Essential
1. Demonstrated expertise in procurement and contract management, including development of tender documentation, contract
administration and contractor performance oversight.
2. High-level knowledge of Northern Territory Government (NTG) procurement framework, conditions of contracts and the ability to
interpret and apply legislation, policy and probity requirements.
3. Strong expertise in preparing complex procurement documentation, business cases and participating in tender evaluation and supplier
selection processes.
4. Proven ability to monitor contract performance, implement KPIs, manage risk and ensure compliance with contract conditions and
governance requirements.
5. Highly developed analytical and advisory skills, with the ability to provide expert advice, resolve complex issues and prepare high-level
reports, briefings and recommendations.
6. Strong stakeholder engagement and relationship management skills, with the ability to collaborate effectively with internal
stakeholders, other NTG agencies and external suppliers to achieve positive outcomes.
7. High-level written and verbal communication skills, including the ability to produce clear, accurate documentation and explain complex
information to diverse audiences.
8. Demonstrated ability to manage competing priorities, work autonomously and deliver outcomes with tight timeframes in a dynamic
environment.
Desirable
1. Relevant tertiary qualification in business, public administration, procurement, or a related discipline.
2. Experience using contract management or financial systems and applying data analysis to support reporting and decision-making.
