Waverley Council is seeking an experienced and strategic leader to manage its Building Certification and Compliance function.

This is a pivotal leadership role responsible for overseeing a multidisciplinary team of Senior Building Surveyors, Fire Safety Officers, Building Compliance Officers, and administrative support staff, ensuring effective delivery of Council’s regulatory, certification and compliance services

The Role

Reporting to Executive Manager, Compliance, you will provide strategic direction, governance and operational leadership across a broad portfolio including building certification, development compliance, fire safety, swimming pool safety, essential fire safety measures, temporary structures and hoarding approvals. Your leadership will help safeguard the community, support responsible development and ensure Compliance with legislative requirements and best-practice regulatory standard. You will lead a high-performing team responsible for the assessment, determination, investigation and enforcement of building and development matters.

Key responsibilities include:

  • Providing strategic leadership and management of Councils Building Certification and Compliance Services
  • Leading a multidisciplinary team of regulatory professionals and technical specialists
  • Driving effective implementation of Council’s regulatory responsibilities under relevant NSW legislation and regulations.
  • Managing assessment, determination and enforcement of complex building and development Compliance matters

About you

  • Tertiary Qualifications in building surveying, building compliance or related discipline and 5 Years or more demonstrated relevant experience.
  • Knowledge and understanding of local government building regulation, development. control, swimming pool safety and protection of the environment functions and services.
  • Sound knowledge of the regulatory functions within the Environmental Planning and Assessment Act 1979, Local Government Act 1993, Swimming Pools Act 1992, Protection of the Environment Operations Act 1997, Food Act 2003, Building and Development Certifiers Act 2018 and Regulation 2020, Boarding Houses Act 2012, Building Products (Safety Act) 2017 , Building Professionals Act 2005 Design and Building Practitioners Act 2020 (DPB Act) and the Residential Apartment Buildings (Compliance and Enforcement Powers) Act 2020 (RAB Act ) and relevant other legislation.
  • Ability to communicate effectively with people at all levels and to establish and maintain interpersonal relationships.
  • Ability to exercise delegation of authority and to operate effectively with limited direct supervision.
  • Ability to thoroughly research, assess and determine regulatory matters, negotiate, and develop solutions to achieve satisfactory outcomes.
  • Holds a valid Class C drivers’ licence at all times.
  • Demonstrated computer literacy skills.
  • High quality communication and report writing skills.
  • Demonstrated commitment to customer service.
  • Knowledge and commitment to EEO, WH&S and the principles for a culturally diverse society.
  • Commitment to ethics, probity and transparency in decision making.
  • Is a registered Building Surveyor with NSW Fair Trading -restricted all classes of buildings – formerly A2.
