Azooa is preparing a response for RFQ G0F-26-003 – G0 Army – Fusion – Decision Support and is seeking suitably qualified contractors for a Training & Communications Lead opportunity supporting Defence / Army systems, stakeholder communications, training collateral, testing artefacts and transition support.

This role is suited to someone with experience across training design, learning materials, stakeholder communications, system rollout, user adoption, test support and Defence or government delivery environments.

Core purpose

The Training & Communications Lead will support Army G0 Fusion Decision Support by designing, developing, customising and maintaining training materials and stakeholder communication products for Army questionnaire, capability and preparedness reporting systems.

The role will help ensure users are prepared, informed and supported through system delivery, testing, transition and adoption activities.

Scope / responsibilities

The contractor will be responsible for:

  • Designing, developing, creating, customising and maintaining learning materials and training resources.
  • Ensuring training resources meet agreed deliverables and, where applicable, accreditation or compliance requirements.
  • Contributing to the design, configuration and testing of learning environments.
  • Supporting development of simulated data for training and test purposes.
  • Supporting replication of external systems, interfaces and assessment platforms where required.
  • Preparing training collateral to support effective delivery and evaluation of learning outcomes.
  • Supporting stakeholder communications and engagement activities.
  • Contributing to communications planning and implementation.
  • Preparing communication materials to support awareness, engagement and successful delivery.
  • Supporting testing and transition activities for externally delivered systems.
  • Working with Defence stakeholders, technical teams, testers, business users and system owners.

Key deliverables

The Training & Communications Lead will contribute to:

  • Training plan and training collateral for Army questionnaire systems.
  • Training plan and training collateral for Army capability and preparedness reporting systems.
  • Testing artefacts for the above systems, including:
  • Requirements traceability
  • Test suites
  • Testing plan
  • Test summary reports
  • Execution of transition for testing frameworks for externally delivered systems, including SPARO and EVT.
  • Stakeholder communication materials.
  • User engagement and adoption support material.
  • Learning environment support artefacts.
  • Simulated data or training environment inputs where required.

Mandatory / essential criteria

Suitable candidates should demonstrate:

  • Experience designing and developing training materials for ICT systems or business applications.
  • Experience preparing training plans, user guides, quick reference guides, learning collateral or similar materials.
  • Experience supporting stakeholder communications for system delivery or change programs.
  • Ability to work with technical and non-technical stakeholders.
  • Experience contributing to test planning, test artefacts, requirements traceability or user acceptance testing support.
  • Experience supporting system transition, rollout, adoption or business readiness activities.
  • Strong written communication and documentation skills.
  • Ability to tailor communications and training material for different user groups.
  • Experience working in structured government, Defence or enterprise delivery environments.
  • Current NV1 security clearance.

Desirable criteria

Highly desirable experience includes:

  • Defence, Federal Government or classified ICT environment experience.
  • Experience with Army, capability, preparedness, reporting, questionnaire or decision-support systems.
  • Experience supporting training for analytical, reporting, dashboarding or operational systems.
  • Experience developing communications plans and stakeholder engagement material.
  • Experience supporting external system transition or supplier-delivered system handover.
  • Experience with test documentation, test summary reports and requirements traceability.
  • Experience with learning environments, simulated data, training sandboxes or system demonstrations.
  • Familiarity with Defence security and information handling requirements.
  • Strong ability to work across business users, technical delivery teams, testers and project leads.

Engagement details

The role is expected to support Army G0 Fusion Decision Support in delivering training, communications, testing and transition support for key Army systems.

The engagement is currently structured as 220 days, with an estimated start date of 1 July 2026, subject to Commonwealth confirmation and contract execution. Work is expected to be performed primarily from Symonston, ACT, although remote out-of-state locations may be considered by the Commonwealth.

A current NV1 security clearance is required for this Training & Communications Lead role.

The successful contractor will help ensure Army stakeholders and users are ready, informed and supported through training, communication, testing and transition activities.

Rate guidance

Maximum rate: $123.87/hour including super

Azooa recommends bidding below the maximum rate to improve competitiveness and increase the chances of securing the role.

As a guide:

  • Lower end: stronger chance of winning
  • Mid-range: competitive where the candidate has strong Defence, NV1, training, communications, system rollout or testing support experience
  • Near maximum rate: may still be considered where the candidate has niche Defence domain knowledge, current clearance, stakeholder engagement or system transition experience

Higher rates may still be considered where niche skills, current clearance, strong Defence experience or strong domain fit outweigh rate competitiveness. Final competitiveness will be driven by the market and the strength of available candidates.
